- PRE-SOLICITATION NOTICE SOLICITATION # VA-69D-12-B-1008 Contractor shall provide construction services for Project No.578-369 to "Relocate Joliet Community Based Outpatient Clinic" (CBOC) to the Silver Cross Hospital Phase I, Emergency Department Building #8, located in Joliet, Illinois, in accordance with the solicitation documents. This contracted work includes construction services for all facets of work and trades necessary to facilitate award of a construction contract in order to completely relocate approximately 7,500 sq.ft of outpatient clinic space from the current Joliet CBOC located at Glenwood Avenue in Joliet, IL and expand services as determined by bid documents. The new location that the current Joliet CBOC will occupy is a VA owned property but is still "connected" and adjacent to property still owned and maintained by the Silver Cross Hospital. Phase I bid documents describe a full systems separation and partial building separation of the VA's property in addition to the renovation needs. The construction work involved contains, but is not limited to, removal of some interior walls and systems (a major demolition package was previously let, bid and executed), construction of new interiors, limited exterior renovation, new data and phone systems, new emergency power systems, commissioning and testing and balancing (by a 3rd party commissioning agent, already contracted) of HVAC, separation of utilities and re-certification in conjunction with service providers, and limited landscaping and civil engineering of horizontal property. As the VA understands, there is NO lead or asbestos containing materials in the VA owned space. The SOW as outlined in the Phase I bid documents and specifications shall include but not be limited to; Disconnection of utilities from Silver Cross Hospital. Reconnection of freestanding services. Installation of a generator. Installation of a new remanufactured boiler plant and reinforces slab. Reconfiguration of existing curbing and restriping of parking spaces. Refurbishment of site lighting and additional security features. The creation of new interior spaces for the occupancy of the current Joliet clinic including ductwork, plumbing, lighting, ACT ceilings, data, walls, doors, wall protection and final finishes to match existing. Renovation and creation of existing and new partial basement spaces. All life safety and fire systems to remain operable for entire period of construction. All existing spaces identified in Phase I to be refurbished to like new condition with matching finishes. Any removed or relocated items to be reinstalled for successful and complete use of Phase I when occupied. There will be ONE pre-bid conference/site walk-through held for this project and all prospective bidders are highly encouraged to attend. Details of the pre-bid conference will be included in the solicitation package. For informational purposes only, Phase II of the Renovation of Bldg. #8 will include a significant reconfiguration of the existing 1st floor space that was not awarded in Phase I. It is the VA's intent to solicit and award Phase II in late 2012 so as to begin Phase II demolition and renovation as soon as Phase I is occupied in March 2013. Interested parties should monitor www.fbo.gov late 2012 for additional information regarding Phase II. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is 100% Set-Aside for Service Disabled Veteran Owned Small Business (SDVOSB) firms. The SDVOSB firm must verified in http://www.vip.vetbiz.gov, to be eligible for award. Firms must also have current registrations with the Central Contractor Registration website at http://www.ccr.gov, the Online Representations and Certifications, ORCA, at http://orca.bpn.gov, and Vets 100 at http://www.dol.gov/vets/vets-100.html The solicitation will be issued on/about July 20, 2012 with the bid opening on/about August 20, 2012. Dissemination of the solicitation will be limited to electronic medium. All interested Bidders (primes & subcontractors) should register at www.fedbizopps.gov so that others will know of your interest in participating in this procurement and for automatic receipt of updates or amendments. Amendments to the solicitation will be posted at www.fedbizopps.gov. By registering to "Receive Notification", you will be notified by e-mail of any new amendments that have been issued and posted. Bidders are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. All requests for information are required to be in writing to the Contracting Officer at laura.silguero@va.gov. No telephone inquiries will be accepted. The project magnitude range is between $2,000,000 and $5,000,000. The North American Industry Classification Code (NAICS) for this procurement is 236220 small business size standard of $33.5 million applies. Award is subject to the availability of funds
