- This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. A written solicitation will not be issued. This solicitation is being issued as RFQ # E12PS16027. The U.S. Department of the Interior, National Park Service, Dry Tortugas National Park, located near Key West, Fl, has a requirement to charter a large dive boat for 10 days. The North American Industry Classification System (NAICS) code is 483112 and the size standard is 500 employees. The Government intends to award a firm fixed price contract in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 37, Services Contracting. Statement of Work Specifications for a Reef Visual Census Cruise to Performance Measure 1 of the RNA Science Plan in Dry Tortugas National Park This purchase will provide the South Florida Natural Resources Center (SFNRC) of Dry Tortugas National Park (DRTO) with a vessel that will meet all of our requirements to conduct a reef visual census cruise (RVC). This cruise is an essential component of the DRTO Science plan that is "Assessing the Conservation Efficacy of the Dry Tortugas National Park Research Natural Area". This is a collaborative effort between the National Oceanic and Atmospheric Administration (NOAA), the National Park Service (NPS), the Florida Keys National Marine Sanctuary (FKNMS), the Florida Fish and Wildlife Conservation Commission (FFWCC), and the University of Miami. We require a large vessel that is capable of transporting 24 divers and can handle SCUBA operations far from land for a ten day trip. This purchase is necessary to the support of NPS and other agencies' science and resource management activities within Dry Tortugas National Park. SPECIFIC REQUIREMENTS FOR VESSEL: A fully supplied and founded vessel, including food, fuel, lube, linens, and snacks for 24 divers for 10 days offshore during the period of 24 JULY 2012 to 2 AUG 2012. A nitrox gas system capable of filling 150 80 ft3 compressed gas cylinders/day of 36% nitrox, a breathing gas mixture. The nitrox breathing gas system will be tested to a commercial breathing gas standard within 6 months of commencement of the charter. Use of thirty 80 ft3 aluminum scuba cylinders, with yoke or DIN tank valves. A vessel equipped with a USCG approved type I sewage treatment system, capable of treating black water for 40 passengers, or grey water for 24 passengers. A Captain, Mate, and Crew with significant experience live-boating divers in the Dry Tortugas area of the Florida Keys National Marine Sanctuary and Dry Tortugas National Park, and with significant experience conducting RVC activities for NOAA, NPS, and FFWCC. A vessel with over 800 ft2 of clear open deck space. A watermaker capable of making over 800 gallons/day of fresh, potable drinking water.
