- AMENDMENT #3: The purpose of this amendment is to provide answers to questions and reports as identified below: 1. Due to technical difficulties, Maps, the current Wetland Delineation Report (July 2006), and the current Final Environmental Assessment Report (July 2008) cannot be uploaded via FedBizOpps.gov for interested parties to download. THEREFORE, ALL INTERESTED PARTIES SHALL SUBMIT A REQUEST FOR THE AFOREMENTIONED DOCUMENTS WITH THEIR MAILING ADDRESS VIA EMAIL TO JODI.ZACHARY@BIA.GOV. ALL SHIPMENTS WILL BE MADE VIA FEDEX. 2. The following are answers to various questions received: (A) The "Date of Award" is listed as 2/28/13. Since most of the deadlines in the tentative schedule are for 2012, I assume the listed date of award is not correct? You have incorrectly interpreted this line. The "PROPOSED CONTRACT PERIOD" is from the "Date of award" through "2/28/13". (B) Has the 2006 wetland delineation been verified by the Army Corps of Engineers (ACOE)? Typically a verified wetland delineation is valid for a period of five years, after which time it must be re-verified. Given that the existing delineations were done five to six years ago, will the ACOE consider them valid for the purposes of permitting the dam reconstruction project, or will they need to be updated and reverified? Re-Verifying and updating the Delineation report is included in the scope for this requirement see the Introduction, Item 2 and Scope of Work and Schedule, Task #2. The focus locations are the immediate downstream area of Lauer Dam and BIA is in the process of identifying new borrow areas X-L Ranch Reservation. (C) Have cultural resource consultations been completed for the dam replacement, access road, and borrow areas? Cultural resource consultations were completed for the dam and access road. BIA is currently working on them for the borrow area. (D) Have Section 7 consultations with the US Fish and Wildlife Service been completed, and did the consultation include the dam replacement, access road, and borrow areas? Section 7 consultations with the US Fish and Wildlife Service were completed for the dam and access road. BIA is currently working on them for the borrow area. (E) Is the project entirely on federal and/or tribal lands? If so we assume that no additional state permits such as a Section 1600 Streambed Alteration Agreement from the California Department of Fish and Game will be required. The project is entirely on Federal and tribal lands. 4. All other terms and conditions of this combined synopsis/solicitation remain unchanged
