- AM-0002 $49M 8(a) Multiple Award Task Order Contract (MATOC) for Design-Bid-Build and Design-Build Construction Services within the Honolulu Engineer District Area of Responsibility In accordance with Federal Acquisition Regulations (FAR) 5.203, the U.S. Army Corps of Engineers, Honolulu District issues the below pre-synopsis of work. This announcement is NOT A FORMAL SOLICITATION and represents upcoming construction work. The Government intends to solicit this requirement as a competitive 8(a) set-aside in accordance with FAR Subpart 19.8. The North American Industry Classification code (NAICS) for this requirement is 236220. The Small Business size standard for this NAICS code is $33,500,000.00 annual average revenue. Multiple awards will be made to 8(a) firms located within the geographical area serviced by the SBA Hawaii District Office and to other 8(a) construction firms with a bona fide place of business (in accordance with 13 CFR 124.3) within the geographical competitive area and with the assigned NAICS code. This procurement will consist of Construction projects, to include Design-Build and Design-Bid-Build projects, in the State of Hawaii. The duration of the contract will be a maximum of five (5) years - a base ordering period of two (2) years and three (3) option ordering periods of one (1) year. The maximum dollar value the Government will order under all of the contracts awarded will be $49,000,000.00. There is no maximum capacity on the base or option ordering periods. The guaranteed minimum quantity for each contract awarded is $1,000. Task orders are estimated to be between $25,000 and $9,000,000. The anticipated issuance date of the solicitation is on or after 4 May 2012. A pre-proposal conference will be held approximately 2 weeks after the issuance of the solicitation. Additional information on the pre-proposal conference will be included in the solicitation. Selection will be based upon best value evaluation factors which may include (1) non-price (a) experience; (b) past performance; and (2) price. This solicitation will utilize Electronic Bid Sets (EBS). Traditional hard copies of plans and specifications will NOT be issued on CD-ROM format. Solicitation plans and specifications will be made available for viewing and/or downloading via access through the Federal Business Opportunities (FedBizOpps) website located at http://www.fbo.gov/ on the issuance date. The Contractor is responsible for checking the website daily for any posted changes to the solicitation. Other business opportunities may be viewed at https://acquisition.army.mil/asfi.
