Market Research Questionnaire Draft Statement of Work THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION IS AVAILABLE AT THIS TIME. This sources sought announcement is published for market research purposes. It is a market research tool used to determine the availability and adequacy of potential small business sources prior to determine the method of acquisition and issuance of an award. This notice is issued preliminary for planning purposes only and DOES NOT COMMIT the U.S. Government to provide compensation for information requested nor does it commit the U.S. Government to issue a solicitation or award a contract. Contract Requirement: The U.S. Marshals Service, Justice Prisoner & Alien Transportation System (JPATS), intends to procure refresher academic and simulator training for JPATS pilots operating the Saab 2000 aircraft. All services shall be provided in accordance with the attached Draft Statement of Work. The associated North American Industry Classification System (NAICS) code is 611512, with a size standard of $25.5M. Period of Performance: The period of performance of performance is for one base period of twelve (12) months, October 1, 2012 through September 30, 2013. Response to Sources Sought: Interested parties are encouraged to respond to this announcement by completing the Market Research Questionnaire. All interested firm shall also submit a capabilities package addressing their ability and experience in providing the services in accordance with the attached Draft Statement of Work. Submit your company's experience, qualifications and abilities to meet the requirements listed above. Information shall be submitted by 2:00 P.M. (Central Daylight Time) on July 24, 2012. All responses to the market survey questionnaires should be emailed or faxed to the POC listed below prior to the response date/time. No requests for information, requests for clarification or questions concerning this notice will be provided in response to telephone calls. Formal communications, such as requests for clarification and/or information or questions concerning this notice, should be submitted via email or fax to the POC. Market Research Questionnaire: The Market Survey Questionnaire is attached and is distributed solely through General Services Administration's Federal Business Opportunities web site http://www.fedbizopps.gov. The site provides downloading instructions. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this Sources Sought Notice. The Government is in no way obligated to do business with or to enter into any form of contract with any person, firm, or other entity that receives or responds to this announcement. All information submitted in response to this announcement is voluntary. NOTE: All contractors doing business now or in the immediate future with the Federal Government must be registered in the Central Contractor Registration (CCR) database. All contractors interested in obtaining a copy of the anticipated future solicitation must be registered in the Government Point of Entry (GPE)-FeBizOpps (FBO) system at www.fbo.gov.
