- The Rotary Wing Branch of the Special Operation Forces & Personnel Recovery Division (WISV) at Aeronautical Systems Center (ASC), Wright Patterson AFB OH is releasing a Pre-solicitation Notice for the Combat Rescue Helicopter (CRH) Program. The CRH Program Office plans to release a Request for Proposal (RFP) for the CRH Program not earlier than 23 July 2012. This is a best value source selection conducted in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 15, Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), Air Force Federal Acquisition Regulation Supplement (AFFARS), and the Department of Defense (DoD) Source Selection Procedures, 04 March 2011, and Air Force Mandatory Procedures 5315.3, 04 May 2011. This pre-solicitation notice is not to be construed as a formal solicitation (Invitation for Bid (IFB) or a Request for Proposal (RFP)). The Government does not intend to award a contract on the basis of this notice. This notice is for information and planning purposes only. The Government will not provide reimbursement of costs associated with any documentation or communication submitted in response to this notice. Any submitted documentation, upon delivery, becomes the property of the U.S. Government and will not be returned. Questions or comments to this notice should be addressed to the Contracting Officer. This program will replace the USAF aging helicopter fleet with new air vehicles, training systems, and product support as required for the Personnel Recovery (PR) mission. If all options are exercised, the period of performance will span approximately 13 years and will include the development, integration, production, and initial sustainment of the entire CRH system. The contract will be Fixed-Price Incentive Firm (FPIF) for Engineering and Manufacturing Development (EMD) and FPIF options for Low Rate Initial Production (LRIP). Full Rate Production (FRP) options will be Firm Fixed-Price (FFP). A small portion of the contract will be a combination of FFP and Cost Plus Fixed Fee (CPFF) in order to cover "over and above" repairs and studies and analyses. A total of nine air vehicles will be procured during EMD, 18 air vehicles in LRIP, and the remaining quantity (85) will be procured during FRP assuming all options are exercised at the most probable quantity. Proposals will be due 60 days from the date of RFP release. Exchanges during the source selection process may include clarifications, communications, and discussions as necessary. Contract award is estimated for 3rd quarter Government Fiscal Year 2012. The Air Force anticipates a single award but reserves the right not to award a contract at all. This competition shall exclude award to a foreign prime contractor based on the required access to restricted information during contract performance.
