- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA) National Marine Fisheries Service, Northwest Fisheries Science Center located in Seattle, WA on a sole source basis with Pacific States Marine (PSMFC). The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed contract is for services of a fishing gear technician to work with the NWFSC Habitat and Conservation Engineering (H&CE) group within the Center's Fishery Resource Analysis and Monitoring Division (FRAM). This individual will focus on gear research while assisting the H&CE group coordinator in the continued development of the Center's bycatch reduction research program as well as collaborate with other National Marine Fisheries Service and regional gear researchers. The technician will have occasions to conduct local travel for the preparation, loading, and offloading of research equipment for different cruises. Travel to attend workshops and science meetings relevant to conservation engineering will also be required of the position. The conservation engineering work involved in this service will shift emphasis to related gear research in response to emerging west coast bycatch issues. The project's objective is to continue the collaborative work being conducted by the Pacific States Marine Fisheries Commission and the conservation engineering side of the NWFSC's Habitat and Conservation Engineering (H&CE) group in order to provide increased information to managers and the fishing industry for developing fishing gears to reduce bycatch in the west coast groundfish fishery. The specific field work covered under this project will test the efficacy of a flexible sorting grid excluder or Bycatch Reduction Device (BRD) to reduce Pacific halibut bycatch in the west coast groundfish bottom trawl fishery. The PSMFC has been involved in supporting west coast fisheries research, development and management for over 50 years, and over this period has developed a unique relationship with both the fishing industry, research community and other constituents, fulfilling a roles as a clearing house for information and coordination of research relating to fisheries management, including collaborative research with fishing industry. The Government intends to negotiate a firm fixed price contract with performance period of twelve months from date of award. The North American Industry Classification System code for this acquisition is 541990 with a corresponding size standard of $14.0M. It is the Government's belief that only Pacific States Marine Fisheries Commission can complete this project. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due date set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
