- Combined Synopsis Solicitation This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The Solicitation number is: OPM049-12-Q-0040 and is issued as a Request for Quotations (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-28 dated December 12, 2008. The North American Industrial Classification System (NAICS) code is 721110, and the small business size standard is $6.5 million. This procurement is unrestricted, allowing both large and small business to submit quotations. The U.S. Office of Personnel Management (OPM) Federal Executive Institute located at 1301 Emmet Street Charlottesville, VA 22903, is soliciting a facility in the Charlottesville or Richmond VA area to conduct a six day conference for the Federal Executive Institute Army Contracting Command Strategic Leadership Program. The contractor shall provide all labor, incidental materials, and other services necessary to render services under the resulting contract, see Statement of Objectives detailed below. Offerors are invited to submit their quotations to OPM-Contracting Group in response to this notice by 1:00 PM Eastern Standard Time (EST), July 16, 2012. Only e-mailed requests for additional information will be accepted at bonnie.boston@opm.gov through 12:00 PM, July 12, 2012. Quotations submitted in response to this notice shall include the solicitation number in the subject line and be signed, dated and submitted via email to bonnie.boston@opm.gov. Vendors not registered in the Central Contractor Registration (CCR) database at the time the requirement is to be awarded will not be considered. BACKGROUND The Human Resources Solutions (HR Solutions) enterprise provides services that assist the Federal Government in achieving its missions by: Partnering with agencies to provide effective human resource solutions that develop leaders, attract and build a high quality public sector workforce, and transform agencies into high performing organizations; and Offering services that enhance the agencies' ability to attract and acquire specific talent. The Federal Executive Institute (FEI) is the federal government's premier leadership development center for executives. Since 1968, FEI has provided executive education programs for GS-15s and members of the Senior Executive Service (SES). At present, these programs include a four-week Leadership for a Democratic Society (LDS) program, offered ten times per fiscal year, and a variety of open-enrollment and custom-designed program offerings. FEI offers residential programs on its campus in Charlottesville, VA, as well as delivers the FEI experience at selected venues nationally and internationally. A s a Federal business enterprise, the Federal Executive Institute-Custom Solutions (FEI-CS) provides services that assist Federal agencies in achieving their missions by: Providing competency-based interagency leadership development programs, executive coaches, and organizational development consultants to build and sustain the knowledgeable leaders needed for a Government that is citizen-centered, results-oriented and market-based. Custom Solutions at the Federal Executive Institute was contacted in late summer 2011, by the Army Contracting Command to deliver five (5) weeks of residential programs on Strategic Leadership between September 2011 and September 2012. The program was designed to also consist of an Executive Learning Project that will require research, and the development of action plans and implementation strategies for each participant. Participants will also be involved in developmental assignments, participate in field experiences, plan and attend targeted leadership sessions, implement individual development plans and receive an introduction to executive coaching. SCOPE FEI is acquiring a contractor to provide meeting space, lodging, food service and audio visual equipment in the Charlottesville or Richmond, VA, DC area for the upcoming Federal Executive Institute Army Contracting Command Strategic Leadership Program. PERIOD OF PERFORMANCE The period of performance is from the date of award through August 3, 2012.
