SUBJECT: TESCAN MIRA3 SERVICE CONTRACT SOLICITATION NUMBER: NB637020-12-03865 CONTACT POINTS: Lisa Lovelace, Contract Specialist, (301) 975-6956 Cheryl Rice, Contracting Officer, (301) 975-3696 DESCRIPTION: This is a combined synopsis/solicitation and notice of intent to award a sole source for commercial Items prepared in accordance with the format in FAR Subpart 12.6-streamlined procedures for evaluation and solicitation. For commercial items-as supplemented with additional information Included in this notice. This announcement constitutes the ONLY solicitation; quotations are being requested, and a written Solicitation document will not be issued. The solicitation is being issued using simplified acquisition procedures. ***This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-27.***. The Sole Source determination is based on NIST existing MIRA3 scanning electron microscope which is proprietary to TESCAN USA Inc. TESCAN USA Inc. is also the original equipment manufacturer and distributor of the MIRA3 scanning electron microscope. The service contract ensures that the instrument is available to service the internal and external customers in a timely manner. *** The associated North American Industrial Classification System (NAICS) code for this procurement is 811219 with a small business size standard in dollars 19.0 million. However, this requirement is unrestricted and all interested Contractors may submit a quotation.*** *** The National Institute of Standards and Technology is seeking a contractor to service the Tescan MIRA3 scanning electron microscope (SEM) **All interested Contractors shall provide a quote for the following: Line Item 0001: Quantity One (1) Service Contract for a TESCAN MIRA3 SEM microscope, which must meet the following requirements: 1. Service coverage under this contract shall include only the base instrument, the control panel, the beam blanker, the scroll pump, the TMP-S turbo molecular pump and the four-channel energy dispersive x-ray spectrometer XEDS subsystem (4 × 30 mm2 SDDs and 4 DPPs). 2. Coverage shall include emergency repairs to the covered equipment other than normal customer maintenance responsibilities. 3. Coverage shall include repair or replacement of all components determined to be defective except the following consumable items: tungsten and/or LaB6 filaments, Schottky emitters, ion sources, GIS gas precursors, UPS batteries, apertures, specimen holders, scintillators of any kind, column liners, photomultiplier tubes, rotary pump filters and filter elements. 4. Coverage shall include up to two routine maintenance visits per annual contract period, to assure long-term performance and reliability. The customer should initiate scheduling for this service to ensure a mutually satisfactory date. *****NO solicitation package will be issued. This notice is not a request for competitive quotes; however, interested persons may identify their interest and capability to respond to this requirement. Inquires will only be accepted via email to lisa.lovelace@nist.gov The government will consider responses received by 12:00 p.m., EST, 07/31/2012. A determination by the Government not to compete this proposed acquisition is based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. In the absence of responses NIST proposes to negotiate with TESCAN USA Inc. on a sole source basis. Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation.
