Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA) on behalf of the National Center for Advancing Translational Sciences (NCATS) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Molecular Devices Corporation, 1311 Orleans Drive, Sunnyvale, CA 94089 for the purchase of an upgrade of the Standard ImageXpress Micro High Content Screening System to the XL model. Background: The National Institutes of Health has established an RNAi facility to provide intramural researchers with access to the equipment and expertise necessary to conduct genome-wide RNAi screens in mammalian cells. This facility works as a collaborative resource for doing RNAi assay development, screening, and initial follow up. Our facility works with investigators to develop and optimize their assays for screening, conduct the screens and related informatics analyses, then perform follow-up screens on promising leads. Many of the facility's screening projects utilize automated microscopy. For example, there are a number of assay that use microscopy to count the fraction of cells positive for virus expressing fluorescent protein. There are a number of other assays that use microscopy to examine the translocation of specific proteins from one compartment of a cell to another. All of this work is performed using our Molecular Devices ImageXpress automated microscope (NIH decal 0182709). Sole Source Justification: This request is for an upgrade of existing equipment. The requested microscope is to be integrated on an existing Molecular Device Microscope that is currently in owned by NCATS. Parts and accessory items must be compatible with existing equipment in order to maintain the scientific integrity of the data already obtained from the original microscope and to maintain the existing maintenance agreement in place with Molecular Devices Corporation. Deliverables: Catalog # Quantity Description 501639, 1, Upgrade of Standard ImageXpress Micro High Content Screening System to XL model. Upgrade at manufacturing site includes new optical train, sCMOS detector, solid state light source, new Win7 64 bit acquition Computer, dual 23" monitor and acquistion system upgraded to Metaxpress software vesion 4. Upgrade does not include any changes to customers existing instrument skins and new computer will not include licences for MS SQL. This part number does not have included but does require the deinstallation and re-installtion part numbers to show as separate lines on the quote and sales order to properly execute the upgrade. 90 day warranty covering parts & labor on upgraded components only. S9200-00145, 1, De-installation of ImageXpress Microsystem at customer site S9200-0115, 1, Cellular Imaging Instrument Installation and Training 9500-0152, 1, Upgrade to MX 4 This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification Code (NAICS) is 334516 and the Size Standard is 500 Employees. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
