Description

The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a contract on the basis of other than full and open competition for Software Engineering Services to include domain management, release management, software development management, software quality assurance (SQA), and functional analyst services for the Laboratory System Reengineering Project (LSRP). These services are required to meet key components of the VA's integrated Electronic Health Records (iEHR) Laboratory program, which will implement a laboratory information management system (LIMS) that includes a Commercial off the Shelf (COTS) LIMS (Cerner Millennium PathNet) interfaced with the VA Veterans Health Information Systems and Technology Architecture (VistA) system to enhance information-sharing and improve the effectiveness of delivery of services to Veterans. The TAC intends to award a sole source contract with a period of performance of six (6) months to Advanced Systems, Incorporated (ASI), Fairfax, Virginia, a verified service-disabled veteran-owned small business (SDVOSB). The statutory authority permitting other than full and open competition for this acquisition is 41 U.S.C. 253(c)(5), "when a statute expressly authorizes or requires that the acquisition be made through another agency or from a specified source," as implemented by FAR 6.302-5. For this action, 38 U.S.C. 8127(c), known as the Veterans First Contracting Program, provides the authority to directly contract with a Service-Disabled Veteran-Owned Small Business (SDVOSB). ASI currently provides Software Engineering Support Services to LSRP under contract VA118-11-P-0089 (Period of Performance of 9/28/11 to 9/27/12). ASI possesses the requisite capabilities, knowledge and expertise to provide the support services required. ASI staff that will perform the Software Engineering Services consist of highly experienced project managers, SQA testers and Subject Matter Experts with strong skills and knowledge. ASI has an SQA and software engineering process, templates, checklists, work product examples, and industry best practice standards that may be leveraged for this proposed effort. This coupled with ASI's knowledge of LSRP from VA118-11-P-0089 will enable ASI to provide a more efficient process by minimizing project start-up and on boarding time, and establishing a sound foundation for Software Engineering Services. Based on the above information, the Government has determined that ASI is capable of meeting all of VA's requirements. The North American Industrial Classification (NAICS) for this effort is 541519 with a corresponding small business size standard of $25.5 million average annual revenue. The estimated date of award for this action is July 31, 2012. All responsible sources may submit a capability statement, proposal or quotation which shall be considered by the Agency Government.
