- The Department of Veterans Affairs, National Cemetery Administration is soliciting offers from experienced qualified Service Disabled Veteran Owned Small Business concerns to furnish all all labor, materials, equipment, tools and supervision necessary to perform and complete all work to prepare site for building operations, including demolition and removal of existing structures, and perform all other work necessary to complete the Building Expansion Project at Quantico National Cemetery in Triangle, Virginia in accordance with the Project 872CM3035 specifications, drawings, terms and conditions. There is no incumbent on this project. The Contracting Officer (CO) is Garry Harris, 202-632-5539. Bids will only be accepted by mail. Each Offeror must have a regularly established firm in the business called for, who are financially responsible, and able to show evidence of their reliability, ability, experience, facilities and personnel directly employed by them to render prompt and satisfactory service. Contractors that can meet the requirements of the RFP are requested to take into consideration the complexity and extent of the services to be performed. The VA is issuing this Request for Proposal in accordance with FAR Part 15, all technical factors and sub-factors, when combined, are approximately equal to cost or price. In accordance with P.L. 109-461, this acquisition is restricted to Service Disabled Veteran Owned Small Business (SDVOSB). The estimated services cost range is between $2,000,000 and $5,000,000. NAICS is 236220 is applicable to this acquisition with a Business Size Standard of $33.5 million. There will be no further pre-announcement of when the solicitation will be posted, however, solicitation documents will be available electronically on or about July 9, 2012 at the FedBizOpps website at http://www.fedbizopps.gov. NO HARD COPIES OF THIS SOLICITATION WILL BE ISSUED. Prospective offerors are encouraged to attend the site to familiarize themselves with the project, project site and conditions which may affect your cost proposal. Upon review of the solicitation documents, prospective offerors are encouraged to provide questions and comments, in writing, in regards to the solicitation documents prior to a site visit, questions are to be emailed to the CO. Solicitation number VA786A-12-R-0017 has been assigned and should be referenced on all correspondence regarding this announcement and solicitation. All interested parties must register on the FedBizOpps site in order to receive notification or changes and/or new postings to the solicitation. Interested firms are reminded that in accordance with FAR Part 4.11, prospective contractors are required to have an active registration in the Central Contractor Registration (CCR) and FAR Part 4.12, prospective contractors must complete electronic on line annual representations and certifications (ORCA) databases prior to award of a contract. All SDVOSB submitting an offer must be registered and certified at time of submission of proposal and will be verified by the Contracting Officer in the VetBiz Information pages located at http://www.vip.vetbiz.gov/.
