Description
ALMEDA WATER QUALITY MONITORING The Medford District Office of the Bureau of Land Management requires water monitoring at and near the Almeda Mine site, located near Grants Pass, OR. Monitoring shall consist of the following: field measurements of water temperature, pH, and specific conductance and collection of surface water samples; measurement of surface water flow; and measurement of water depth in three monitoring wells. Collected water samples shall be analyzed at a laboratory for specified metals. Results shall be summarized in a report. The work shall be performed at and near the Almeda Mine, which is located in Township 34 S, Range 7 W, Sections 7 and 18, and Range 8 W, Sections 12 and 13 of the Willamette Meridian. Water monitoring shall be conducted within Township 34 S, Range 8 W, Sections 12 (Rogue River approximately 1.5 miles downstream from mine site), 13 (at the mine site) and 24 (the culvert across the Rogue River from the mine site); and Township 34 S, Range 7 W, Section 19 (Rogue River near Rand) of the Willamette Meridian. Access to the Rogue River and culvert monitoring sites is from a paved county road. Access to the Almeda Mine site monitoring locations is either via a raft or boat crossing the Rogue River or on a narrow, winding, steep, logging road that changes from paved to rocked to natural surface over the course of approximately 18 miles. There is a locked gate on the access road approximately 3 to 4 miles from the mine site. A 4x4 vehicle may be required for driving to the mine site. The NAICS Code for this type of work is 541380, Testing Laboratory, small business size determination is $12.0 million. The Product Service Code for this requirement is F103 =BF Water Quality Support Services. The estimated start work date is August 20, 2012. The solicitation will result in the award of one (1) firm fixed price service contract for a base year + four (4) option years,. Award shall be made utilizing the Best Value Continuum =BF Tradeoff process prescribed by Federal Acquisition Regulation (FAR) Part 15.101-1 where non-price/cost evaluation factors, when combined, are significantly more important than price: Non =BFprice evaluation factors include Past Performance, Quality Control Plan, and Key Personnel Information. This solicitation will be posted electronically at www.FedConnect.net. THIS SOLICITATION WILL BE ISSUED BY July 18, 2012 as a TOTAL SMALL BUSINESS SET ASIDE. All responsible sources may submit an offer which will be considered.
