- Description
- The United States Department of Education's (ED) intends to release a solicitation for the procurement of services titled the "Postsecondary Education Analysis Resources (PEAR)" for the National Center for Education Statistics (NCES) within the Institute of Education Science (IES). The requirements are to publish via the Web reports and data tables on postsecondary education topics. These reports and tables will draw on several large and complex data collections including: national longitudinal surveys; linked cross-sectional surveys; census data; and administrative record data. NCES requires expert technical support in the development, management, and analysis of these data, and for the expert user assistance and training in support of researchers and the public who work with these data. Additionally, required is data analyses, producing reports, editing documents prepared by the government, and preparing graphic materials, as well as, providing expert technical assistance to NCES in data quality assurance and analysis, and support to data users, including both training, focused assistance with data tools and studies they support. A fixed price contract is anticipated to be awarded in September 2012 with a period of performance of a 24 month base period, with three 12-month option periods exercised, as needed. The solicitation will be issued with the applicable NAICS Code of 541720- Research and Development in the Social Sciences and Humanities. The acquisition will be solicited using the procurement process prescribed in Part 6.1, Full and Open Competition, of the Federal Acquisition Regulations (FAR). Solicitation documents, plans and specifications will be exclusively available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov on or about July 25, 2012. Please Note: Meeting these PEAR requirements requires close and continuing collaboration with a parallel contract titled the "Postsecondary Education Data Structure Support" (PEDSS) that supports a data library and a data analysis system that facilitate access to reports, tables, and data. The PEDSS Solicitation Number is ED-IES-12-R-0056 which will be posted on www.fbo.gov in July 2012.
