Description
The United States Army Corps of Engineers; Detroit District intends to solicit on a sole source basis under the authority of FAR 6.302-1 to University of Minnesota, Duluth. Only one responsible source and no other supplies or services will satisfy agency requirements. The contract action is to conduct a study with the University of Minnesota, Duluth for bioavailability work to assist with the delisting of the St. Louis River Area of Concern (AOC). Description of Service: Services to conduct a study with University of Minnesota, Duluth to provide a protocol for prioritizing sites in the St. Louis Area of Concern (AOC) for Beneficial Use Impairment (BUI) removal and restoration based on site-specific bioavailability considerations. A lack of understanding of the geochemical characteristics of sediment in the St. Louis River AOC has limited the interpretation of existing and newly collected data for the purpose of defining the extent to which sediment with moderate levels of contamination is contributing to BUIs. In order to more accurately identify the levels of contamination in the harbor that are likely to contribute to BUIs and hinder restoration efforts, the proposed study will: (1) evaluate the ability of existing information to support bioavailability-based assessments of BUI impairments (2) collect and analyze targeted samples to characterize site-specific geochemical characteristics that control bioavailability, and (3) recommend a protocol for BUI removal based on site-specific bioavailability considerations. The results from this project will enhance the utility of existing data as well as inform future sampling efforts, thereby providing AOC managers with critical, site-specific information for effectively removing BUIS and prioritizing sites for restoration. The period of performance is approximately 400 calendar days. The Government intends to negotiate a firm-fixed price contract on a sole source basis. Interested parties may identify their interest and capabilities to perform the requirements in writing to the identified point of contact no later than 2:00 P.M. Eastern Daylight Time Zone on 24 July 2012. Firms that would be considered for this work require a knowledge and familiarity with the local setting and the existing state of sediment contaminant data in St. Louis Harbor, expertise with the many methods used to assess bioavailability, and have access to analytical techniques used for quantifying physical, chemical, and biological parameters commonly used to support bioavailability assessments. Your response must demonstrate your firms capabilities, and experience. These will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort with full and open competition, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
