- The National Institutes of Health, Clinical Research Center is conducting a market survey/sources sought to determine the availability of commercial off-the-shelf tools to assist with the tracking and management of the applications and projects managed by the Department of Clinical Research Informatics (DCRI). In addition, we wish to determine the technical capability of qualified small businesses, veteran-owned small businesses, service disabled veteran-owned small businesses and/or HUBZONE small business capable of providing a commercial off-the-shelf Application and Project Portfolio Management Tool. This market survey/sources sought announcement is not a request for proposals and the Government is not committed to award a contract pursuant to this announcement. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The Government will not pay for any costs incurred in the preparation of information for responding to this market survey. The Division of Computer Research Informatics (DCRI) in the Clinical Research Center at the National Institutes of Health located in Bethesda, Maryland has a need for a commercial off-the-shelf Application and Project Portfolio Management Tool. The purpose of this market research is to determine what commercial off the shelf tools are available on the market to assist with the tracking and management of the applications and projects managed by the Department of Clinical Research Informatics (DCRI). The Clinical Center is a clinical research hospital providing all medical services for patients participating in human research protocols of the National Institutes of Health (NIH). The Clinical Center provides patient facilities and services for clinical investigations by the NIH Institutes, research in related areas and supervises residency and other training programs. The Department of Clinical Research Informatics (DCRI) is responsible for processes and systems that directly affect users in the care delivery and research settings. Work focuses on the analysis and evaluation of clinical research informatics needs and requirements, the development of design options that support the work processes of clinical research, and the implementation and management of responsive IT solutions. Within the NIH Clinical Center there are over 100 IT Systems with approximately 70 systems with Patient Identifiable Information. These systems include Clinical, Administrative and Business Systems. Sixty percent of the systems are commercial off the shelf with 40% custom developed. However, many of the commercial off the shelf systems contain custom developed modules and/or interfaces developed by NIH CC DCRI staff. Desired Functionality Project Portfolio Management • Ability to load project resource information from MS Project • Ability to consolidate project risk information from multiple projects • Ability to view high-level resource usage and compare to available resources for capacity planning • Ability to drill down to detailed resources usage - team, project or person level • Ability to view impact of changes to project, team or resource information - ‘What If' scenarios. • Ability to document monthly status for projects - to include risks, issues, activity. • Ability to prioritize new potential projects and understand impact they will have on available resources • Ability to add contract budget dollars, and contract resource hours, for tracking usage. • Ability to group resources into teams and track capacity by team (i.e. project mangers, DBAs, testers, etc.) Application Portfolio Management • Ability to list all applications within the organization's portfolio • Ability to track technical and business information for specific applications. • Ability to link application with project budget and resource data to view past usage trends and assist with forecasting new projects. • Ability to attach/load documents for specific applications • Ability to track levels of integration between applications and link them within the system. • Ability to query applications based on specific criteria - such as by business owner, by type of database (i.e. SQL, Oracle), or version. • Ability to document key milestones per application - such as implementation date, PIA completion date, upgrade date, and hardware refresh date. General • Ability to limit functionality/access by user or role (i.e. read-only, reports, data-entry, admin) • Ability to add custom fields to track per project or application • Ability to configure and run custom and ad hoc reports. The NIH seeks a contractor that is able to provide a commercial off-the-shelf Application and Project Portfolio Management Tool capable of satisfying the technical functionality specified in this synopsis. The North American Industry Classification System (NAICS) code is 511210, Size Standard - $25.0 million dollars. The vendor responses must demonstrate their ability to provide the Management Tool described herein. Descriptive Literature, Catalog Cuts or other information required for the Government assessment is requested. Please note that failure to specifically demonstrate capability to provide the Application and Project Portfolio Management Tool in your response to this market survey may affect the Government's review of industry's ability to satisfy the Government's requirement. The vendor's response shall be in sufficient detail to allow the Government to assess the capability of your firm and the ability to provide a commercial off-the-shelf product that will satisfy the majority of the functional requirements. The vendor response shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company to satisfy the Clinical Center needs described in this synopsis. Interested organizations must demonstrate and document in any response submitted, to this market survey their experience and ability to satisfy our requirement. This notice is a market survey and is for information and planning purposes only and does not commit the Government to any contractual agreement. THIS IS NOT A REQUEST FOR PROPOSALS. The Government will not award a Purchase Order or Contract based upon Vendor responses to this announcement. The Government shall not assume any costs for preparing or submitting any information in response to the market survey or the Government's use of the information. Any proprietary information should be clearly identified as "proprietary information".
