Description
NASA/LaRC, Aeronautics Research Directorate and Systems Analysis and Concepts Branch, has a requirement for new work, Terminal Radar Approach Control (TRACON) area modeling software upgrade to the Probabilistic NAS Platform (PNP) Air Traffic Simulation Software to support the research requirements of the Systems and Portfolio Analysis (SPA) research focus areas within the Systems Analysis, Integration, and Evaluation (SAIE) project of the NASA Airspace System Program. The proposed effort includes developing the capability in PNP to simulate realistic aircraft arrivals and departures in the TRACON area. This consists of (1) modifying PNP to allow the user to specify detailed arrival and departure routes and their associated runways for any airport in the simulation; (2) the development of a method of merging en route trajectories with the arrival/departure routes in the TRACON model that result in seamless trajectories from en route to the ground; (3) the development of a method of insuring that arriving and departing aircraft maintain user specified minimum wake spacing intervals; and (4) the creation of a detailed model of arrival and departure routes and runway assignments, based on an actual airport and actual TRACON geometry that can be used to verify the operation and accuracy of the modeling effort. NASA/LaRC intends to modify contract NNL10AC94T with Saab Sensis Corporation to add the new work. The proposed enhancements will enhance the model capabilities of PNP in the TRACON area. The proposed enhancements to the TRACON area modeling are specific to the PNP simulation software and the PNP simulation software is available only from the original source, the designer/developer, Saab Sensis Corporation. As the original developer of the software, and owner of the proprietary code, upgrades to the functionality of the PNP simulation tool must be made by Saab Sensis. Development of a software program with similar capabilities would require many years of development either by NASA or other contractors and would be a duplication of cost to the Government. Therefore, in accordance with FAR 6.302-1, there is Only One Responsible Source and no other suppliers or services will satisfy agency requirements. The Government does not intend to acquire a commercial item using FAR 12. See Note 26. This notice of intent is not a request for competitive proposals. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. local time on July 25, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
