Description
Evaluation Factors Reclamation's evaluation will be based on best value principles. Accordingly, award will be made to the responsible and technically acceptable Offeror whose proposal provides the greatest overall value to the Government, price and other factors considered. This best value determination will be made by comparing the value of the differences in the technical qualifications of competing offers based on their strengths, weaknesses, and risks, with differences of their price to the Government. In making this comparison, the Government is equally concerned with obtaining superior technical skills and with making an award at the lowest overall price to the Government. The Offeror is advised that the technical evaluation factors are approximately equal to cost or price. In your proposal, state your understanding of the statement of work, discuss your technical approach, identify technical uncertainties, and discuss experience of personnel and company. Include any planned subcontracting of technical work. Separate your proposal into two sections: technical and price. Proposals will be evaluated by- (1) The offeror's understanding of the statement of work; (2) The approach proposed to accomplish the technical objectives of the contract or the merit of the ideas or concepts proposed; (3) The availability and competence of experienced engineering and/or other technical personnel; (4) The offeror's experience (Engineering/fisheries services are needed with expertise in designing, building, installing, and testing full-duplex PIT-tag antenna systems in large river systems with threatened and endangered species and human recreation issues); and (5) Price. **************************** Questions & Answers 1. Does the antenna array need to span the entire 200' of river depicted in the solicitation? No, but the cables will span the entire width of the river. 2. Is there a need for remote communications? No. 3. Is there AC power available or would it require a standalone power source? No. The solar panel will provide power.
