- DRAFT IFFM PWS Identify Friend or Foe Mode 5 Services Sources Sought Synopsis THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The 309th Software Maintenance Group (SMXG) is conducting market research to determine the existence of potential sources to provide services as required. The contractor shall provide senior-level experienced Identify Friend or Foe (IFF) Mode 5 engineers to provide technical support to 309 SMXG for Systems Engineering tasks. 309 SMXG is responsible for developing the software interfaces to direct the Mode 5 capable transponder system on the A-10 aircraft. The contractor shall answer the technical questions from the organic engineering staff tasked with adding the Mode 5 capability to the A-10 aircraft. The contractor shall participate in Mode 5 telecommunications setup by the government system design team. These are estimated to occur every two weeks and last for thirty minutes. The contractor shall provide senior-level experienced engineers to execute IFF test procedures on an A-10 aircraft which will have been configured by the government engineering team. The testing shall be representative to verify all the IFF functions (e.g. Mode 2, 3, 4, S, 5, etc.) of the A-10 transponder system. The location of the tests will be defined by the government. All tests are to be representative of the FAA certification tests for the A-10 Mode 5 implementation (reference DoD AIMS 03-1102/3). This requirement is to provide services. All interested parties must respond with capabilities brief explaining their respective company's capabilities and prior work experience (pertinent to the IFF Mode 5). The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the Government. Any information provided to the government is strictly voluntary and is provided at no cost to the government. Updated information will be provided in future announcements and posted electronically on the Federal Business Opportunities homepage at www.fbo.gov. The Government shall not reimburse the costs of preparing responses to this request for information. The Ogden Air Logistics Center Contracting Directorate (AFMC), Hill Air Force Base (AFB), Utah, intends to issue a formal Request for Proposal (RFP) in August timeframe for the acquisition of the subject services. The estimated contract period is 1 November 2012 through 30 October 2014 (1 base year and one option year). The NAICS code for this requirement is 541330, if another NAICS code is found to better suit this effort then it shall be included. The Government requests interested parties to submit a brief statement of current capability to perform these services and a letter of interest. Interested and qualified sources should provide the following information: (1) company name, point of contact, e-mail address, telephone and fax numbers, type of business and size. In order to be considered in this market survey, please reply by close of business Friday, 27 July 2012. AFFARS 5352.201-9101 OMBUDSMAN (AUG 2005). (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency. Please explain your previous company experience with DoD AIMS Program IFF platform integration test procedures 03-1102 and 03-1103 and the support you have provided to aircraft systems to obtain IFF platform certification. 4. Please explain your company's experience with FAA IFF coordination and approval certification. 5. Describe your company's ability and experience to provide detailed APX-119 technical order specification support to the government system design team for the A-10 IFF system.
