- Request for Information Media Asset Management System Background The Foreign Service Institute (FSI) is the Federal Government's primary training institution for officers and support personnel of the U.S. foreign affairs community, preparing American diplomats and other professionals to advance U.S. foreign affairs interests overseas and in Washington. At the George P. Shultz National Foreign Affairs Training Center, the FSI provides more than 450 courses, including some 70 foreign languages, to more than 50,000 enrollees a year from the State Department and more than 40 other government agencies and the military service branches. The NFATC video production facility is seeking a solution to transition from a tape based standard definition workflow to a tapeless high definition hard disk based workflow. The NFATC video production studio currently has a workflow that entails: -Studio and field video recordings to DVCAM or SD cards (depending on camera used). -Ingest of the recorded video files/ tapes to a local edit system. -Ingest of any graphics files to be used in the project to the local edit system. -Editing of the video using one of several Adobe or Avid edit suites. -Rendering and output to requested format or uploaded to video server for online viewing. -Master copy saved to local edit system, tape or DVD. The intended workflow would entail a completely tapeless workflow and the utilization of a media asset management system in place of tapes or other media for recording. The NFATC is seeking information on available technologies that would allow for real time collaboration between editors utilizing a centralized asset management system. The core requirements for this project would include the following: -Transition to HD-SDI from the current SD-SDI video format. This would entail the ability to up convert some SD-SDI sources and the installation of SDI rated cabling throughout the facility. -Interoperability with edit suites including Adobe, Avid and Final Cut Pro. -Scalable and redundant storage for archiving completed video projects. -Ability to ingest multiple video feeds (exact number based TBD). -Ability to easily playback video content utilizing an interface with simple controls. -Ability to transcode video formats.
