Description
The National Institutes of Health (NIH), Clinical Center (CC), Positron Emission Tomography (PET) Department has a requirement for the purchase and installation of one (1) laboratory informatics system for the production of PET Drug Products in compliance § 21 CFR Part 212 - Current Good Manufacturing Practice for Positron Emission Tomography Drugs. The system itself shall also be in compliance with § 21 CFR Part 11 - Electronic Records and Electronic Signatures. The system will cover the electronic documentation of all currently active PET IND's under the CC PET Departments clinical research protocols. The documentation shall cover the entire life-cycle of the PET Drug Product in a Master Batch Record. Because of the large number of PET Drug Products this will require a multi-phase deployment. The system shall be capable of cloning the process thereby simplifying electronic deployment by requiring only needed minor modifications to reflect requirements of each specific PET Drug Product. The system shall employ an Inventory Management System from the outset. This would necessarily be required to make the Master Batch Record complete. It is anticipated that this contract will be an Option contract with a one-year base and four one-year options to extend the effective period of the contract. The anticipated period of performance for this award is September 30, 2012 to September 29, 2013. It is anticipated that the contract will be an indefinite delivery, indefinite quantity (IDIQ) contract. A firm fixed-price contract is anticipated. This is a Pre-solicitation Notice in advance of a Solicitation, and the Government is not committed to award a contract pursuant to this announcement. The solicitation will be issued under Total Small Business Set-Aside. The solicitation detailing the specifics of the project as well as information pertinent to the development of a proposal will be available electronically on or about July 26, 2012 and will be posted to the Federal Business Opportunities website at http://fedbizopps.gov under the National Institutes of Health, Clinical Center/Office of Purchasing and Contracts posting section. No paper copies will be available. Proposals will be due on or about August 27, 2012. Offerors are responsible for downloading their own copy of the solicitation and amendments and for routinely checking the Internet site for possible solicitation amendments that may be issued by the Government.
