Description: This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. This proposed procurement is for the Enhanced Combat Optical Sight-Optimized (ECOS-O) in accordance with government specifications. Solicitation will be issued for an anticipated Indefinite Delivery Indefinite Quantity (IDIQ) contract(s) that will cover a five year ordering period. The Government intends to award a Firm-Fixed Priced (FFP) five year IDIQ contract(s) with a minimum quantity of ten (10) each ECOS-O systems and a maximum contract value not to exceed $49,910,000.00. Delivery terms are 60 days after effective date of order with F.O.B at destination. Inspection is at origin and acceptance is at destination. This is a full and open competition acquisition and all responsible sources may submit an offer that will be considered. The Government intends to award to the responsible offeror(s) whose offer(s) is/are determined to be the best value to the Government, considering technical, past performance, and price related factors. Product samples will be required at solicitation closing. Offerors submitting proposals in response to the solicitation must be registered in the Central Contractor Registry (CCR) in accordance with FAR 4.11. Vendors interested in responding with a valid quote may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. This will be a non-commercial acquisition in accordance with FAR Part 15. The solicitation will be available on or about 8/2/2012 at the following address: http://www.fbo.gov. Solicitation attachments will be posted at the same time the solicitation is posted. FedBizOpps may be accessed at http://www.fbo.gov. RFPs are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. To download and view these documents, you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com All changes to the requirement that occur prior to the closing date will be posted to the FedBizOpps and NECO websites. It is the responsibility of interested vendors to monitor FedBizOpps and/or NECO websites for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
