Description
Statement of Work for SCAP Description: This is a notice of intent to award a sole source contract to Center for Strategic and International Studies, Washington, DC. (CSIS) to conduct four Council on Security Cooperation in the Asia Pacific (CSCAP) WMD Workgroup sessions and four Biosecurity Experts Workgroup (Bio Experts) session in a two year period. The working groups will be at Ho Chi Minh City, Republic of Vietnam, Manila, Philippines, Beijing, Republic of China, Bangkok, Thailand, Hanoi, Republic of Vietnam, Kuala Lumpur, Malaysia. For this requirement the contractor will plan, mobilize, and execute a schedule program of CSCAP WMD Working Group and Biosecurity Experts Working Group Meetings in accordance with the Statement of Work. The Government contemplates awarding a firm fixed-price contract with a 24 month period of performance. The North American Classification System (NAICS) is 541720, and the Product Service Code (PSC) is R499. THIS IS NOT A REQUIREMENT FOR COMPETITIVE PROPOSAL. Interested parties have ten (10) days from the date of publication of this notice to submit in writing to the identified point of contact clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Reponses received after ten (10) days, with or without the requirement information, will be considered non-responsive to this notice and will not be considered. A determination by the Government will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based up on responses to this notice, is solely with the Government's discretion. In absence of qualified sources, a contract will be awarded under the "Other Than Full and Open Competition" procedures, pursuant to 10 United States Code (U.S.C.) § 2304(c)(1) or 41 U.S.C. § 253(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source. All inquiries must be submitted in writing to the address stated herein and to the attention of Ms. Debra Butler, Contracting Officer. Response to this notice must be received by 3:00 PM EST 20 July 2012. Responses must include your business name, point of contact, address, and telephone number with the area code.
