Service Contract Act Wages COMBINED SYNOPSIS/SOLICITATION WRD-12-04623 PROVIDE SERVICE AND REPAIR OF MAREL SCALES (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number AB133F-12-RQ-04623/WSB. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 333997. The size standards in 500 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: CLIN 0001 Annual Certification of 138 Marel M1199 Marine Scales from date of award to July 31, 2013 in accordance with the Statement of Work. CLIN 0002: Option period 1. Period of performance from August 1, 2013 through July 31, 2014. CLIN 0003: Option period 2 Period of performance from August 1, 2014 through July 31, 2015. (VI) Description of requirements is as follows: Statement of Work for Service and Repairs 138 M1100 Motion Compensated Marel Scales 1.0 Overview: 1.1 The FRAM Division of the Northwest Fisheries Science Center is requesting service and repairs on 138 M1100 marine motion compensated scales on a contracted per need basis over a one year period, effective August 1, 2012. 1.2 Per Need Basis: Scales occasionally fail in the field and must be serviced immediately to be restored to proper working condition. Annual service must be done when the program requiring the service requests it, with the allocation of resources spaced out so that critical program operations will not be affected. 1.3 Requirement: FRAM requires motion compensated while completing its mission of assessing fish populations and commercial fisheries by-catch on the west coast of the United States of America. Current equipment is being used intensely and will require regular service to prevent costly repairs, or is broken and in need of repair. 1.4 Location of scales. 175 Scales are stored in, or tracked from, Newport, Oregon. Up to 120 scales will be deployed with observers along the West Coast, year round. 18 Scales are located in Seattle, WA. The address for the scales are: Seattle, WA address: NWFSC Seattle, 2725 Montlake Blvd. E, Seattle, WA 98112 Newport, Oregon address: NWFSC Newport 2032 SE Oregon State University Drive 97365 2.0 Organization: 2.1 Organization: The Northwest Fisheries Science Center (NWFSC), National Oceanic and Atmospheric Administration (NOAA), Department of Commerce (DOC), is a government agency charged with the mission of stewardship for living marine resources. 2.2 Background and Objective: The NWFSC provides scientific and technical support to NMFS for the management, conservation, and wise use of the west coast's marine and anadromous resources. The Fisheries Resource and Monitoring Division (FRAM) of the NWFSC is charged with conducting research and scientific analysis on the groundfish fisheries within the Exclusive Economic Zone (EEZ) off the coast of Washington, Oregon and California. Ecological and oceanographic information obtained from harvests from federally observed commercial fishing vessels will aid in the development and monitoring within ecosystem based management guidelines. 3.0 General: 3.1 The Fishery Resource Analysis and Monitoring (FRAM) Division of the NW Fisheries Science Center, National Marine Fisheries Service, annually provides stock assessment managers and researchers with data concerning the abundance, distribution and health of West Coast Fisheries stocks. The FRAM division of the NWFSC currently has 193 Marel M1100 scales and deploys each to complete its charge; assessment of west coast fish populations which are in turn used to set guidelines for commercial and recreational harvests and manage individual quotas for IFQ species. 18 Marel 1100 scales are owned by teams-observer, survey, and acoustics within FRAM, consistency between projects is paramount. Scales are interchangeable on different projects. 175 Marel 1100 scales are owned by the West Coast Groundfish Observer Program within FRAM and utilized to collect fisheries dependent data. Consistency of data collection and immediate replacement of faulty equipment is essential to the task. The Marel M1100 Marel Food Systems scale was chosen because it is internally powered by over the counter D-cell (3.0 volts DC) batteries and outputs RS 232 data directly to a computer if needed. The Marel M1100 scale was chosen because it is portable and robust, and built specifically for rolling boats and harsh salt water conditions. 4.0 Technical Specifications: 4.1 FRAM is requesting 138 M1100 scales be serviced on a per need basis as follows: 1. Cleaned 2. Assessed for load-cell accuracy 3. Assessed for key pad functionality 4. Software updated and tested 5. Communications tested 6. Power consumption tested 7. Instruction to FRAM personnel about integrated and functional changes 8. All repairs will be completed in a manner consistent with harsh salt water environment (gaskets and displays will be water tight, stainless steel hardware shall be used in all repairs, LED circuit boards shall be placed in water tight housings) 9. Replacement with only Marel parts, substitutions will not be accepted 10. Communications and functionality will be tested when equipment is picked up by FRAM personnel with FRAM communications equipment 11. Equipment will not be accepted as completed until it passes FRAM communication and simulated field deployment test. a. Connect scale to FRAM electronics i. Communications and power integration box (comm box). b. Incorporation of serial data out from scale into FRAM software program c. Simulate boat motion scale test 12. All bench testing and service is to be done by certified Marel technicians to factory specifications. Location of Scales are Newport, OR and Seattle, WA. Scales located in Seattle will be transported by staff. 6.3 There are two option year periods: Option Year 1 will be August 1, 2013 to July 31, 2014 Option Year 2 will be August 1, 2014 to July 31, 2015. End of Statement of Work (VII) Date(s) and place(s) of delivery and acceptance Date of Delivery no later than base year July 31, 2013. (IX) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Jun 2008), applies to this acquisition. In addition to written price quotes, offers are instructed to provide a capability statement describing qualifications to perform requirements listed in paragraphs (V) and (VI), and past performance references. (X) FAR 52.212-2, Evaluation - Commercial Items 2005-58, applies to this acquisition. Paragraph (a) is hereby completed as follows: Lowest Price Technically Acceptable. Offers will be evaluated based on price and the factors set forth in the Section 6, past performance, FAR 12.601 and FAR 13.106-2, and award will be made to the firm offering the lowest price technically acceptable to the Government in accordance with the Statement of Work. (XI) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items 2005-58. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. (XII) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items 2005-57, applies to this acquisition. (XIII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items 2005-58 applies to this acquisition.
