Description
STATEMENT OF WORK BACKGROUND: The Martinsburg VA Medical Center (MWV) operates a medical hospital, rehabilitation units, domilicary units, and long term care units on a campus of approximately 180 acres. Inherent with the operations of the hospital is the potential to affect the safety, health, and well-being of staff, patients, and the public as a result or workplace exposures typically found in a healthcare setting. Additionally, MWV provides for its own facility maintenance through a variety of trades shops (plumbers, electricians, boiler plant operations, chiller plant operations, water production and distribution, etc.). Inherent with facilities operations and hospital functions are a myriad of workplace exposures that must be monitored to ensure that workplace safety standards are maintained. Workplace hazards can be attributed to: anesthetic gases, mold, mildew, carbon monoxide, asbestos, lead (lead containing paint, lead based paint, lead in air, lead in soil, noise, dust, radon, confined space, lock out tag out, arc flash, and a myriad of other potential environmental exposures. Job hazard analyses, PPE risk assessments, confined space risk assessments, eye wash risk assessments, and fall protection reviews are commonly and routinely needed. A. Certified Industrial Hygienist (Safety Consultant Services): The contractor shall provide any and all labor and services necessary to perform on-site Safety and Industrial Hygiene consultant services for a period of 12 months, with an option period, covering all facets of the Industrial and Hygiene Safety programs at the Martinsburg VA Medical Center. Contractor shall provide Industrial Hygiene/Safety Services for government approval on a variety of elements of Industrial Hygiene and safety Program management within a healthcare environment. Service include but are not limited to: On-site Safety and Industrial Hygiene training/assistance services via twelve (12) site visits at - one week each during contract month. Schedule of visits to be coordinated with and approved by the COTR. Those consultation services include, but are not limited to: Accomplishing reviews / surveys as requested during the site visit; providing the Medical Center Safety, Industrial Hygiene, GEMS, and Engineering Facilities Management staff, with an understanding of Industrial Hygiene and safety programs inherent to a Veterans Administration Medical Center and industrial campus; and providing consultation as requested. This consultation may include hands-on one-on-one instruction on the establishment of industrial hygiene monitoring program specific to the VA healthcare facility in concert with The Joint Commission standards, use of industrial hygiene equipment; interpretation of sampling instruments and laboratory reports, documentation of inspections and results, and proper record keeping including distribution, record retention, and archiving. This consultation shall incorporate into each element/program being reviewed the requirements of VA, OSHA, and EPA. For example - worker exposure monitoring, developing and reviewing Job Hazard Analyses, developing and reviewing PPE risk assessments, etc. shall all be reviewed, accomplished, and include hands-on preparation ensuring compliance with VA directives, OSHA standards, and EPA requirements. This consultation shall also include review of active and archived records and laboratory reports, engineering studies, and industrial hygiene sampling with the respective staff to ensure thorough documentation of potential exposures and development of a systematic industrial hygiene sampling methodology to meet VA, OSHA, EPA, and applicable State laws. This consultation shall also include a review of each of the major programs, with staff members, i.e. respiratory protection program, lock out tag out, confined space entry, etc. to provide the documentation required by the guiding regulation to educate the staff so as to result in the formulation of a recurring systematic review and documentation program in accordance with the VA, OSHA, and EPA requirements. Assisting the staff to establish priorities for all action items in joint effort with management and labor partners Evaluate staff education, experience, and training related to the needs of the Medical Center in consideration of the technical knowledge requirements within the VA directives with the intent of documenting a training needs assessment and developing in coordination with the senior staff an individual development program for each employee. Guide staff in locating/developing program evaluation tools for each program assignment or area inspection responsibilities. Guide staff in conducting program audits. Assisting staff in developing corrective action plans for deficiencies identified in audits. Review existing corrective action plans and assist staff in determining effectiveness of corrective action plans. Assist with the preparation of documentation and correspondence with and for outside organizations, e.g., OSHA, CEOSH, and other accreditation organizations.
