- Description
- The Department of the Army, Healthcare Acquisition Activity- North intends to negotiate a Sole Source commercial item procurement with Candela Corporation to provide a Candela Vbeam Laser. This proposed procurement is for supplies for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement no later than July 17, 2012 noon local time. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer. Point of contact Michele Devine, Contract Specialist, e-mail: michele.g.devine.ctr@us.army.mil The following verbiage is directly from the Justification and Approval for sole source and is posted in accordance with FAR 5.102(a)(6). The Candela laser is equipped with the DCD which protects the epidermis from the heat of the laser pulse. The DCD is protected by patents that are assigned to Candela and is the only company with the rights. The Candela Vbeam is also the only one of its type with a lens-coupled 3m optical fiber with hand piece and 5,7 and 10 mm spot size used to treat more medical conditions. It also has an integrated dynamic cooling system which requires less space. The sole source will avoid duplication of costs that is not expected to be recovered through competition, or the unacceptable delays due to the government.
