- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisitions (SS/SA) Branch, on behalf of the National Institute on Neurological Disorders and Stroke (NINDS) intends to negotiate and award a purchase order on a noncompetitive basis to Meso Scale Discovery, a division of Meso Scale Diagnostics, LLC, located at 16020 Industrial Dr, Gaithersburg, MD 20877, for the acquisition of one (1) Sector Imager 2400. The Section of Infections of the Nervous System at NINDS has a requirement for procuring a Meso Scale Sector® Imager 2400 to conduct accurate evaluation of biomarkers in neuronal culture and biomarkers in the cerebral spinal fluid of patients with AIDS and other neurological diseases. Currently there is no treatment or diagnostic test available for AIDS dementia or other retroviral brain infections. Preliminary data from the NINDS laboratory suggests that the virus causes damage to the brain early in the course of infection. Characterization of biomarkers therefore could lead to not only new and sensitive diagnostic tests but they could be used for monitoring clinical trials. This equipment is sought due to it ultrahigh sensitivity and specificity to quantify trophic factors (e.g. BDNF, proBDNF, NGF, and GDNF). This product also has ultrasensitive detection of cytokines and chemokines in neuronal cultures and neuroprogenitor cells. The Meso Scale Sector® Imager 2400 can detect and quantify transcription factors (e.g. Nrf-1, Hif-1 a, and NF-kB). The laboratory will use the equipment to develop quantitative biomarkers in the cerebral spinal fluid of patients with various neurological diseases. The purchase of the Meso Scale Sector® Imager 2400 includes: data analysis software; XP Pro SP3 computer and flat screen monitor; Uninterruptable Power Supply (UPS); robotic/manual adaptor; stack tube (20-30 plate capacity); compaticalbe with single-spot and MULTI-SPOT® 96-well plates; compatible with single-spot 384-well plates; installation; one-year warranty on materials and workmanship. Meso Scale Diagnostics, LLC is the only known source that can provide this agency requirement, and is the only known manufacturer and wholesaler of the Sector® Imager 2400. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
