Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisitions (SS/SA) Branch, on behalf of the National Institute on Aging (NIA) intends to negotiate and award a purchase order on a noncompetitive basis to Bruker BioSpin Corporation, located at 15 Fortune Dr, Billerica, MA 01821, for the purchase of parts and labor for servicing one (1) 7T/30 MRI Magnet Cryomech Refrigerator unit that is currently owned and operated by NIA. The Laboratory of Clinical Investigation (LCI) in NIA's Intramural Research Program (IRP) has a requirement for parts and labor to be performed on their existing 7T/30 MRI Magnet Cryomech Refrigerator unit, which includes service that needs to be performed every 20,000 hours in order for the cryo-refrigeration system to maintain its "zero boil-off" performance. The current service that is requested will exchange the cold head and replace an absorber in the compressor unit. Cost includes all travel, days on site, ramping the magnet down and back up (required for the service), liquid helium, and UHP helium gas to refill (if necessary) the refrigerant lines, in addition to kit rental and shipping charges. This minimizes risk of unit failure, which could result in magnet quench and dramatic increase in liquid helium boil-off rate leading to months of unnecessary downtime and repair cost. The service will also carry a standard 90 day parts warranty. Bruker BioSpin Corporation is the manufacturer of NIA's current 7T/30 MRI Magnet Refrigerator Cryomech laboratory instrument and is the sole direct provider of factory tested repair and replacement parts. Bruker BioSpin provides repair and replacement parts that are 100% compatible with those originally purchased and delivered with the instrument. Bruker BioSpin service engineers are factory trained and certified to repair and maintain Bruker manufactured equipment, and have exclusive access to direct technical support from their production and development departments. Bruker BioSpin Corporation is the only known source capable of performing this service on the NIA's 7T/30 MRI Magnet Cryomech Refrigerator unit. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of Hunter A.
