Description
Solicitation revised 7/11/2012 Amendment 02 dated 7/11/2012 The purpose of this modification is to add Amendment 01 to all Full Solicitation Package and extend the closing date to 7/20/2012. SEE ATTACHMENTS. ________________________________________________________ The NVS seeks a contract to purchase mobile electrocution units for use during animal disease outbreaks such as Foot and Mouth disease (FMD), Classical Swine Fever, and African Swine Fever. The equipment will be used for mass humane depopulation of swine. GENERAL EQUIPMENT SPECIFICATIONS • The units will be constructed on a North American standard trailer frame. • Initial purchase of 2 electrocution units meeting the following specifications: o Demonstrated throughput capacity of > 600 animals per hour o Completely enclosed superstructure o 1,000 volt current with automatic switch of 20 K ohms so the animal is electrocuted immediately o Current cannot be switched on if there is no animal between the electrodes o Automatic safety power cut off if any current is created between the chassis or ground o Slatted conveyor with hot dip galvanized frame and 2 galvanized chains o Synthetic slats that interlock with the chains o Copper contact strips o Stainless steel inspection hatches o Drive should be variable speed electric with reverse operation o Power supply o 4 cylinder air cooled diesel powered engine o 3 phase air cooled brushless generator o Replace with North American Specs, which is Current: 20/208/240/277/480 Volt, 50/60 Hz, North, per Amendment 02, dated 7/11/2012. o Power 80 kVA o Loading Ramp o The loading ramp should not have gaps and spaces where swine could injure themselves o The loading ramp should incorporate a crowd tub to ensure efficient loading of the device o The loading ramp should not allow any distractions and include additional support insertion points so that the raceway can be narrowed or expanded as needed to eliminate distractions and add additional support insertion points so that the raceway can be narrowed or expanded as needed o The loading ramp range should be operational from 0 inches (ground level) to 130 inches above ground level to accommodate loading directly from transport trailers o Electrode Assembly o The electrode array should be at least one sow length (78 inches or 200 cm) to ensure adequate stun time without slowing belt speed o The distance between the ground/contact plate and the electrode array should be designed so to eliminate stray voltage transfer to the succeeding pig o Self-Cleaning Assembly o For interior and exterior cleaning and disinfecting of the complete installation at the end of the electrocution operation o Electric powered high-pressure cleaning unit o Pump which delivers 800 l/hour spray water at 150 bars o Stainless steel water tank (volume 400 l) supplied with a filler cap, and overflow o Dosage tank for disinfectants to be added to the spray water o Spray lance with flat jet nozzle and high-pressure hose. Necessary pipes connecting tank and pump unit o Fuel Capacity o Contents of the tank are sufficient to operate the system at a minimum of 8 hours of service NEW EQUIPMENT TRAINING Provide On-site training that consists of: inspection, scheduled maintenance, set-up, operation, assembly, disassembly, maintenance, storage, transportation, and cleaning. The one day training event will be coordinated between the contractor and the COTR. Provide an agenda prior to conducting training. The specific location and number of trainees will be determined prior to the training event. Provide training aids, common and special tools, and technical literature to each student. Training Support Package (TSP) Provide a copy of the training support package that consists of the training outline, presentation, and assessment. Collaborate with the NVS on the need to develop any additional training products such as a leave-behind training support package or training CD/DVD. The leave behind package should contain sufficient material to sustain operator proficiency. Appoint a Training Manager who shall be the single point of contact (POC) for training. Ensure instructor(s) are: • Able to read, write, speak, and comprehend the English language including technical language and terms associated with systems operation. • Proficient in both the technical and non-technical aspects of the systems and in methods-of-instruction techniques. • Proficient with all aspects of the systems operation and maintenance. • Maintain appropriate staffing during the training session to ensure adequate supervision of student performance during classroom instruction, discussions, demonstrations and practical exercises. • Provide the NVS a training roster of those in attendance. RAPID RESPONSE TECHNICAL SUPPORT Provide on-site technical assistance, support, and repairs at a deployed location in support of contingencies. Be capable of supporting major regional emergencies or operations in the Continental United States (CONUS)/Outside the Continental United States (OCONUS). Provide 24/7 technical assistance and support point of contact names (primary/alternate), phone numbers, email address, and locations for duty hours, as well as non-duty/after hours. Perform inspection, and or scheduled maintenance on an annual basis, as requested. Provide sufficient rights in technical data, both software and hardware, such that the Government can maintain and modify the systems using Government personnel. WARRANTY Provide one year replacement at no cost to the Government on parts and units. Assist in processing discrepancy reports, maintenance requests, warranty forms, quality deficiency reports, and equipment improvement recommendations. TECHICAL MANUALS Equip government personnel with necessary skills to diagnose, fix, and restore systems on-site as well as deployed. Provide a copy of all documentation regarding inspection, scheduled maintenance, assembly, disassembly, operation, transportation, storage, and cleaning. Repair Parts and Special Tools (RPSTL) Identify and provide any special support equipment / Special Test Equipment (SE / STE). Provide contingency operations repair parts list designed to support field level (on-site) maintenance during a deployment. Provide updates to the list with engineering changes and safety issues as applicable. The range and quantity of spare parts contained within this list shall be based on historical demands and customer specific knowledge of individual system. Provide and conduct periodic reviews of this list to ensure the correct "mix" of spare parts is available to support the system and/or deployment scenario. Delivery of spare parts and special tools will be at time of receipt of the units. Operator/ Service Manual Should address, but not limited to the following: 1. Description and data 2. Repair Parts: Special Tools; Special Test, Measurement and Diagnostic Equipment and Special Support Equipment • Special Tools and Equipment • Maintenance and repair parts 12. Preventative Maintenance Schedule (Checks and Services) • Cleaning • Transporting • Disinfection 13. Troubleshooting • Troubleshooting Table - fault isolation • 24/7 support contact information • Wiring diagrams and schematics • Maintenance of DC Electrical Control System 14. Maintenance of the Power Generation System • Provide an Operation, Service, and Parts Manual for the Power Generator. • The Power generator shall meet all requirements for use in North America. • Perform inspection and, or scheduled maintenance on a semi-annual or annual basis, as requested. DELIVERY Delivery of the units may include storage sites located in MO, MD (vicinity of the east coast or mid-west), or facility associated with the manufacture for optimal support and readiness. Exact locations have not been determined; therefore storage locations are subject to change. RESPONSIBILITIES Provide an implementation approach that describes the steps taken to design the system hardware and software, configure and test the system, train users on the applications. Provide electronic status reports every week describing the status of the project schedule. Submit any changes to the project schedule to the COTR or their designated representative for review and approval. The Contractor's project manager and the USDA COTR will review progress and identify any requisite corrective actions. All feedback, reports, information, recommendations, and suggestions are to be provided to the COTR or their designated representative. The CO/COTR or their designated representative may require the Industry Partner's program or project manager to meet with the USDA officials, and other government personnel as necessary. The Industry Partner may request a meeting with the CO/COTR or their designated representative whenever the Industry Partner's technical or administrative personnel believe such a meeting is necessary. The COTR will accept, reject, or require corrections of deliverables: In the event of rejection of deliverables, the COTR will notify the contractor in writing within 5 days, the specific reason why the deliverable(s) is being rejected. If for any reason a deliverable cannot be delivered within the scheduled period, the contractor will notify the contracting officer and COTR in writing or by email, within 5 days detailing the cause of the delay and the proposed revised schedule. This notice will include the impact on the overall project. The contracting officer or COTR will make a decision about the impact of the delay. Provide after actions reports (AAR) for each delivery and provide a list of all items not provided at initial hand-off and still required; serial numbers of major components not provided; any lessons learned and recommendations. Assist with property book transactions required to establish the initial accountability for each system delivered.
