- This is the As-Is Process Mapping for this requirement This is the Statement of Work for this requirement The Advance Notice for this requirement. The notice contains all the dates and instructions for submission of information and materials. This letter is an advance notice that GSA/FEDSIM intends to issue a solicitation in support of its client, The Department of Housing and Urban Development (HUD) Federal Housing Administration (FHA) Multifamily Housing (MFH). It is anticipated that the solicitation shall be set-aside for small businesses in accordance with the policies under FAR Part 19, utilizing the procedures under FAR Part 12 in conjunction with those under FAR Part 15. HUD/MFH has a requirement to modernize its current underwriting system in order to reduce time, costs, inconsistencies, and reliance on paper recording methods, through the procurement of Commercial Off-The-Shelf (COTS) software products. The COTS products shall be integrated into HUD's environment to address MFH business needs regarding application management and underwriting processes of multifamily loan insurance programs. The Government anticipates that the forthcoming solicitation for this requirement shall be structured as a hybrid, utilizing both Firm Fixed Price and Labor Hour contract types. The anticipated period of performance for the resultant contract is 4 years. GSA/FEDSIM currently projects contract award resulting from the forthcoming solicitation before September 30, 2012. FEDSIM plans to conduct one-on-one due diligence sessions with potential offerors. These sessions are being conducted in order to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain quality supplies and services at reasonable prices, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. The Due Diligence sessions shall be held beginning July 17, 2012 in person at the Government's facilities (address provided below) in Arlington, Virginia or via conference call. No other prospective offeror will be present at these sessions. The duration of each session shall be no longer than 60 minutes. The Government shall entertain comments, concerns, and/or suggestions from prospective offerors regarding information in this notice and in the draft Statement of Work, which is provided as a separate attachment to this notice. The Government asks that the prospective offerors pay particular attention to the areas of integration, configuration, data conversion, and documentation methodology.
