- This is a combined/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIH-OLAO-OD-2578711, and the solicitation is being issued as a Request for Quote (RFQ). This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-58). This acquisition will be processed under Simplified Acquisition Procedures and is a Small Business Set-Aside. The North American Industry Classification System (NAICS) Code for this acquisition is 561110, which has a size dollar standard of $7.0. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of the Office of Financial Management, intends to procure services to continue the level of specialized assistance and support of a contractor who will be responsible for reviewing and analyzing the root causes contributing to non-compliance within the Prompt Payment Act (PPA). This will include specialized assistance with (1) acquisition (2) technical and (3) administrative support with maintaining compliance on regulations under the Prompt Payment Act, and analysis of accounts payable application. Please see the attached Statement of Work (SOW) and Instructions for further tasks of this requirement.
