Description
Solicitation: NCNM7300-12-02830BS Title: Assessment of Mesophotic Coral Ecosystem Fish Diversity in the Northwestern Hawaiian Islands Using Technical Diving The National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division - Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with The Bernice P. Bishop Museum, Honolulu, HI, for assessment of mesophotic coral ecosystem fish diversity in the Northwestern Hawaiian Islands using technical diving. The sole source determination is based on NOAA's requirement for services for the evaluation of photo voucher taxonomic storage systems and participation in technical diving-based assessments of mesophotic coral ecosystem fish communities to include identification of fishes observed at mesophotic depths, evaluation of open circuit and closed circuit technical diving gear, and preparation of manuscripts on mesophotic coral ecosystems and technical diving technologies for submission to peer-reviewed journals. Market research conducted identified Bishop Museum as the only contractor that has both biological/taxonomic expertise and scientific diving program reciprocity with NOAA. In addition, the Papahanaumokuakea Marine National Monument research permit conditions require that specimens collected by this project be deposited in a recognized scientific research collection and Bishop Museum has the only such collection in the State of Hawaii. Based on the information provided herein, Bishop Museum is the only known vendor that can meet the government's requirement. Period of Performance: One year with a one year option period. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
