- The U.S. Agency for International Development (USAID) anticipates issuing a Request for Proposal (RFP) to obtain access to technical expertise and implementation support to reach Mission and Bureau objectives, in support of Goal One of USAID's Education Strategy 2011-2015: Improved reading skills for 100 million children in primary grades by 2015 which can be accessed at: http://transition.usaid.gov/our_work/education_and_universities/documents/USAID_ED_Strategy_feb2011.pdf This RFP will solicit technical assistance and services to improve student reading in the primary grades, particularly grades 1-3, by improving reading instruction, improving delivery systems for reading instruction, and assisting to achieve greater engagement, accountability, and transparency by national leaders, service providers, and stakeholders. The Contractor may also be required to provide support for improving teacher effectiveness; increasing the quality, availability, and use of reading materials; and strengthening classroom and school management. Additional tasks may include improving instruction through strengthening host country education systems and other delivery mechanisms to improve instructional approaches, training and supporting teachers, and providing other services required to improve student reading, such as monitoring & evaluation and applied research. USAID anticipates awarding multiple contracts as a result of this solicitation, consisting of both unrestricted and small business set-asides. There is no guarantee on the number of contracts to be awarded, or the amount of money each firm is entitled to beyond the minimum monetary amount to be stated in the Request for Proposal (RFP). USAID anticipates that the maximum ordering limitation of the contracts resulting from this RFP will be $500,000,000 over a 5 year ordering period. Note that this ceiling applies across all contracts and cannot be exceeded in the aggregate. The solicitation will be posted on the FEDBIZOPPS web page (www.fedbizopps.gov) not less than 15 days after this notice is issued. In accordance with FAR 5.102(d), availability of the solicitation is limited to this electronic medium only. Requests for other copies of the solicitation will be disregarded without notice to the requestor. No phone requests will be accepted, copies of the solicitation will not be available for pick-up, and no walk-ins will be allowed. Offerors are advised to periodically monitor the above website for updates concerning this procurement. Telephonic requests or inquiries will not be taken. This notice does not obligate USAID to release a solicitation or award a contract nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal. In addition, final award cannot be made until funds have been fully appropriated, allocated, and committed and internal USAID procedures have been completed. This notice satisfies the synopsis requirement in FAR 5.201.
