- NOTICE OF INTENT TO MAKE A SOLE SOURCE AWARD The United States Department of Agriculture, Agricultural Research Service, and the Office of International Research Programs intends to make an award on a sole source to Dr. Sandra Russo, based on the following: The objective is to lead a team of researchers, both Middle Eastern and U.S., to run a gender, water and livelihoods research project within the Water and Livelihoods Initiative-WLI, a USAID-funded program, over a period running a period of about 5 months. Dr. Russo's 30+ years of experiences working in Africa, Latin America and the Middle East in agriculture and gender speak to her unique qualifications as a technical expert. Additionally, she has an existing and unique relationship with the relevant institutions in the cooperating countries, based on her extensive involvement with the WLI from the first workshop in 2008. This includes her planning and organizing the Dean's Education Conference in Cairo in June 2010; her multiple visits to ICARDA to maintain the integrity of the technical engagement; her design and delivery of a gender training workshop for WLI benchmark teams in March 2011; her facilitation of an extension training workshop in Lebanon in June 2011, and her participation in all annual coordination meetings. She has led a team of graduate students who prepared a gender gap analysis of the WLI project including detailed reviews of all country team reports and activities. She has also opened dialogue with the CGIAR gender experts and will likely host a meeting of those experts at the University of Florida this year to align the gender research currently being conducted in the CGIAR system with the Women's Empowerment in Agriculture Index (USAID) and the assets work being conducted by IFPRI. She will supervise two post-docs on a global CGIAR theme project on Climate Change, Agriculture and Food Security (CCAFS) to insure gender integration in the ten global research sites and will place a graduate student with ICARDA on a gender and climate change project in Morocco. THIS NOTICE OF INTENT IS NOT A REQUEST FOR Quotes. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Potential sources who believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. Estimated award date is July 30, 2012.
