Sources Sought VA-701-12-I-0303 Mobile Mental Health Services Department of Veterans Affairs Veteran's Health Administration (VHA) Office of Informatics and Analytics (OIA) I. Introduction: This sources sought notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). VA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties responding to this Sources Sought Notice. The purpose of this Sources Sought is to seek interested sources (Contractors) for a potential near-future solicitation(s) and procurement(s) of Mobile Mental Health Services. II. Background: The National Center for Post Traumatic Stress Disorder (PTSD) Dissemination and Training Division is responsible for developing and evaluating a series of mental health phone applications. This contract is designed to enhance development and assessment of phone applications for the project. This project is concerned with assessment of mobile phone application technology in VHA field PTSD treatment settings. It will focus on the appraisal of the PTSD Coach Application Suite in two specialized PTSD treatment programs, in terms of 1) effects on PTSD patient understanding of PTSD, ability to manage acute distress, use of coping tools, and other outcomes, and 2) factors affecting provider and patient use of the app as an adjunct to care. Additionally, this contract is to assist with assessment of a Smartphone application that gathers data on PTSD symptoms/outcomes for the project. This project is concerned with development, implementation, analysis, and appraisal of data-gathering capability on a PTSD Smartphone application. It will focus on 1) modification of the existing PTSD Coach Application Suite to enable measurement of mental health symptoms, coping skills utilization, and other variables to be determined, and 2) development of a visual display of captured data available in electronic health record. III. Requirements: These requirements are part of a set of activities designed to: "Enhance development and application of smartphone technology for purposes of improving mental health treatment outcomes of Veterans with PTSD. "Enable the assessment of the effectiveness of these phone applications in achieving application-specific outcomes, including increased ability to cope with PTSD symptoms (PTSD Coach Application Suite). The Contractor will provide administrative support functions necessary to enable the assessment of the phone applications in two field locations and support design and development of enhancements to the PTSD Coach Application Suite. There are approximately 17 individual modules/applications in the suite. The requirements may include the following tasks: A.Administrative Support Tasks Subjects recruited will be male and female Veteran patients diagnosed with PTSD. Assessment measures will be designed for the project by the Director, NCPTSD, and collaborators, and will assessment support: PTSD-related knowledge; perceived self-efficacy for managing acute distress reactions; amount of social support; attitudes towards phone applications use; and PTSD symptoms. Data will be gathered using self-report appraisals. Data will be gathered before application assessment pilot participants receive the smart devices, immediately after one month of application use, and at 3-month follow-ups. Focus groups of 5-9 Veterans will be conducted of each application in the PTSD Coach Application Suite before and after participation. The recruitment process will continue for one year. The contractor will assist in the analysis of that data and provide support to consolidate the data gathered, and generate a report of the overall analysis and appraisal of the PTSD Coach Application Suite assessment project. 1.Create and Maintain File system - The contractor shall create and maintain project filing system, to encompass minutes of meetings, assessment materials, IRB materials, data storage, relevant literature, professional correspondence. 2.Meeting Support -The contractor shall create minutes for weekly team meetings. 3.Complete research Institutional Review Board (IRB) Materials -The contractor shall create, successfully submit, and maintain materials for IRB approval (e.g., human subjects consent forms, project description and aims, etc.). These materials are specified by the Stanford University IRB process and the VA Palo Alto HCS research review process. 4.Data Entry -The contractor shall conduct data entry of project data. This may include data entry of focus group assessment data, received from field site coordinators. 5.Monitoring- The contractor shall maintain and monitor project specific budget and project specific equipment used in the assessment of the applications (e.g., oversight of iPod touches used in the program).. 6.Reports - The contractor shall create monthly reports to be submitted to NCPTSD Director. Report will at a minimum include: progress towards meeting timeline goals, number of evaluation participants and associated data, participants completing assessments within the focus groups. 7.Purchase of Equipment. - The contractor shall purchase iPod touch equipment used to enable participants to use the application suite during the assessment pilot project. This equipment must enable use of the applications as developed for the iOS operating system. One hundred (100) iPod touches will be purchased and will be used across all focus groups. There will be no services (e.g. data plans) required for these devices. B.Field Site Coordination Support Subjects recruited will be male and female Veteran patients diagnosed with PTSD. Assessment measures will be designed for the project by the Director, NCPTSD, and collaborators, and will assessment support: PTSD-related knowledge; perceived self-efficacy for managing acute distress reactions; amount of social support; attitudes towards phone applications use; and PTSD symptoms. Data will be gathered using self-report appraisals. Data will be gathered before application assessment pilot participants receive the smart devices, immediately after one month of application use, and at 3-month follow-ups. Focus groups of 5-9 Veterans will be conducted of each application in the PTSD Coach Application Suite before and after participation. The recruitment process will continue for one year. The contractor will assist in the analysis of that data and provide support to consolidate the data gathered, and generate a report of the overall analysis and appraisal of the PTSD Coach Application Suite assessment project. 1.Recruit Study Participant Support -The contractor shall provide support in the recruitment of patients and treatment providers for the study (e.g. development of participation letters, processing and administration of participation letters, assessment of data gathered, appraisal and recommendations based on data assessments, providing answers to the VA staff related to the Veteran focus groups, etc.) A minimum of 50 patients receiving mental health care in VHA will be recruited overall across all focus groups. A minimum of 5 VHA mental health treatment providers will be recruited. Participating patients will be asked to use the phone applications for a minimum of one month and participate in an assessment/appraisal of the application pre- and post-app use, and at specific follow-up time periods. 2.Develop and Maintain File System -The contractor shall develop and maintain local filing system in field location; files must be fully compliant with IRB reporting requirements (closing reports; immediate reporting of any adverse events). Reporting requirements are specified at the local field site VHA research and development offices and affiliated University Institutional Review Boards. 3.Create IRB Materials -The contractor shall create and submit IRB materials to local site, to include description of the project and assessment methods, consent forms and procedures, and other IRB-required documentation. 4.Budgeting and Inventory -The contractor shall create local project budget and equipment monitoring record (oversight of iPod touches used in the program) 5.Reporting -The contractor shall create monthly reports to be submitted to NCPTSD Director. Report will at a minimum include: progress towards meeting timeline goals, number of focus group participants recruited, participants completing assessments within the focus groups. 6.Assessment Support - The contractor shall support the administration of the assessment measures to the VA for participating subjects. These will include self-report appraisal batteries as well as focus group facilitation support, as well as appraisal or other data-gathering activities with staff members who are using the application suite. Assessment/appraisal protocols will be developed by NCPTSD staff members and local collaborating researchers. Assessments will focus on PTSD and other mental health symptoms, role functioning, perceived utility and other attitudes related to Smartphone use, relationship with mental health providers, and other variables. C.Clinic In Hand Psychologist Services The contractor shall provide services required to develop and implement phone-based data gathering of PTSD symptoms. Specifically, the contractor shall provide design, development, and communication functions related to the Clinic-in-Hand PTSD application initiative, to include: 1.Develop Focus Group Discussion Points - As part of a larger project team the contractor shall assist NCPTSD staff members who are leading the Smartphone initiatives with development of phone-based assessments/appraisals, consistent with project timelines. This assistance will include literature reviews of assessment instrumentation and web/phone-based assessment; pilot testing of assessment materials with PTSD participants; beta testing the phone app assessment tool; gathering feedback on the tool via 2-3 focus groups with participating users; and implementation of program assessments as directed by NCPTSD to include focus groups and online assessment administration, numbers and scope to be determined by NCPTSD based on project developments. 2.Develop Visual Interface - The contractor shall assist with development of visual interface for data summarization. This assistance will include: literature reviews of clinician and patient dashboards and visual display data systems; pilot testing of visual interface with PTSD treatment providers and Veterans with PTSD; beta testing the visual interface tool; and gathering and analysis of feedback on the tool. IV. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 20 pages in length, single spaced, 12 point font minimum that addresses the above information. Please also include a cover page (not included in page limit) which includes, at a minimum, the company's name, address, Dunn & Bradstreet number, GSA contract number (if applicable), point-of-contact name, phone number, and e-mail address. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. A.Experience 1.Please provide a list of contracts that your company has performed within the last three (3) years that are of comparable complexity and scope: a.Describe your Self-Performed* effort (as either a Prime or Sub-Contractor). b.Please be specific and provide a complete reference to include at a minimum the project name, contract award amount, start and completion dates and the project owners' contact information. c.Additionally, please provide the Contract Type: Firm Fixed-Price, Time and Material, etc. *Self-Performed means work performed by the offeror themselves, NOT work performed by another company for them for any of the project examples provided. 2.A table listing all companies involved in the relevant project(s), including the technical expertise and percentage of work that each company completed. B. Capabilities / Qualifications 1.A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. 2.Company business size and socioeconomic status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business,) the number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners. a.Specify any teaming arrangements and how those arrangements will impact the structure of services their company can provide. Please specify the percentage of work the each company will perform. 3.If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant Special Item Numbers (SINS) applicable to this requirement.
