SMALL BUSINESS SOURCES SOUGHT NOTICE Sources Sought Number: W912P7-12-B-0002 Title: Production of an Interpretive Film Explaining the role of the U.S. Army Corps of Engineers and the Sonoma County Water Agency in the Species Recovery of the Endangered Coho Salmon. This requirement is under NAICS code 512110, Film, Motion Picture Production. This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. A determination by the Government not to compete this requirement as a set-aside based upon responses to this Notice is solely within the discretion of the Government. Interested parties are expected to review this Notice and the draft Statement of Work to familiarize themselves with the requirements of this project. DRAFT STAMENT OF WORK: WORK/PRODUCT REQUIREMENT Produce an 8-10 minute interpretive film about the efforts of the U.S. Army Corps of Engineers (USACE), Sonoma County Water Agency (SCWA), Department of Fish and Game (DFG), National Marine Fisheries Service and other partners to bring the endangered Coho Salmon back from the brink of extinction. LOCATION: Congressman Don Clausen Fish Hatchery, Warm Springs Dam/ Lake Sonoma, (Sonoma County) Located 10 miles North East of Healdsburg CA. Project headquarters: 3333 Skaggs Springs Road Geyserville, CA 95441 DESCRIPTION OF WORK AND SERVICES: Produce an 8-10 minute interpretive film about the U.S. Army Corps of Engineers (USACE), Department of Fish and Game, Sonoma County Water Agency (SCWA), National Marine Fisheries Service and other efforts to bring the endangered Coho Salmon back from the brink of extinction thru the operation of a fish hatchery and Russian River Watershed habitat restoration. BACKGROUND: Since 2001, Lake Sonoma at Warm Springs Dam, and the Don Clausen Fish Hatchery have been the center for one of the most innovative fisheries restoration programs in the country. The goal of the Russian River Coho Salmon Captive Brood Stock Program is to restore a self-sustaining wild population of endangered Coho Salmon back into the 1,485-square mile Russian River Watershed. However, due the sensitive rearing requirements of the fish, no public access is allowed to view or visit the specialized tanks and high tech methods of this program. Visitor surveys in 2003, revealed a high percentage of interest by the public in the genetics and the breeding program for Coho salmon. To accommodate this interest and inform the public of this critical program this contract will produce an interpretive film that will provide our visitors "access" to a program they otherwise could not see. SCHEDULE: Contractor will begin work within two weeks of award of contract. Once work has begun, the contractor will have one year to complete filming, work with up to three months for completion of postproduction work. GENERAL CONTRACT REQUIREMENTS All material gathered and/or developed in the performance of the tasks listed in this delivery order shall be returned as the property of the government and shall not be used or distributed by the Contractor without specific permission of USACE. 1. Criteria for Interpretive Development 1.2 Authenticity The program should allow visitors to learn about the thematic concepts from people with first -hand experience and passionate interest in each subject. Although some scripted narration will be necessary to tie various themes and subjects together, the drama and credibility of first-hand accounts provide an experience that is more authentic and absorbing than that provided by narrative script reading alone. Lake Sonoma staff will assist the contractor in identifying potential interviewees in each of the various thematic subject areas. The contractor should evaluate potential interviewees on the basis of credibility, knowledge, experience, enthusiasm and communicative ability. The most promising candidates in each subject area should be interviewed and their first-hand comments edited to blend with the scripted narration and dramatized segments into a single cohesive narrative. 1.3 Sensory impact : To add sensory impact to the scripted narration, dramatizations and first-hand accounts, the Contractor will design the films storyboard to add a sensory visual and aural landscape for the film. This blended background of visuals, animation, music, authentic sound recordings and dramatic effects should evoke emotional connections and mental images of places, people, natural events and processes, human and wildlife activities that are appropriate to this subject of the endangered Coho Salmon. For example, sounds of a seal barking at the mouth of the Russian river could add an emotional depth to the discussion species survival. 1.4 Partnerships : Partnership: Millions of dollars are being spent in a collaborative effort to restore the Coho in the Russian River, but very little is actually known about it beyond the scientific and professional circles of fisheries biologists, policy managers and agency representatives. It is often said that people won't support something they don't understand. The proposed film will provide the window into a universe few ever see. The public will understand the collaboration and precise steps that biologists and agency policymakers take to return the Coho to a viable population. 1.5 Meets Good Interpretive Standards : This film should meet good interpretive standards. By this we mean that this film should be designed to ignite interest, intellectually and emotionally, within our target audience. It should engage them by appealing to them personally... as adults and children and thus position the intent of the film and the goals of the Brood Stock Program as a very real - very significant - part of their lives, regardless of where they come from or their reason for visiting. Ultimately, the successful film will build stewardship for the Lake Sonoma and this program. •1.5 A. Interpretive Theme : After viewing the completed film viewers will understand that, "The Russian River Coho Salmon Captive Broodstock Program seeks to restore native Coho Salmon into the Russian River Watershed." •1.5. B. Behavioral Objective : Viewers of the film will learn about Stewardship and learn what they should be doing differently after learning about this program? For example, for habitat restoration viewers would know to be careful about dumping chemicals or having their dogs running in creek beds. Children and adults will support the program and know how to get involved, by volunteering or helping to restore habitat. •1.5 C. Emotional Objective : Viewers of the film will learn to care for this highly endangered species; what would happen if they did become extinct, who would care? A good example might be Students doing fish release or a picture of creek during the run, showing the excitement of people seeing big fish jump, swim and spawn. Extinction of one species is usually a precursor to other extinctions. Loss of the fish may lead to economic collapse of the fish industry...people out of work. Cultural connections to tribal use of the salmon - loss of species creates more decline in cultural preservation of foodways that are thousands of years old. •1.5. D. Learning/Educational Objective : The film will see school children as one of the principal audiences for this film. The fish hatchery and adjacent Milt Brandt Visitor Center served 80,000 visitors in Fiscal Year 2010. School visits during the November-April migration season are booked months in advance and curriculum standards that combines live animal viewing and hands-on learning. The film will be included as a standard feature of each school visit with additional opportunities to learn about the Coho's complex and delicate survival. Learning that not all fish are the same is an important message that explains the need for diverse habitats and life cycle requirements. Experts and Tribal representatives will be interviewed and personal accounts, stories and cultural perspectives will be included in the final production. Appropriate key concepts about the Coho will be introduced in the film that will make the film appropriate for inclusion as part of the California state curriculum for fifth grade students CA. One example would be, "Grade 5 - Science Content Standards, Standard Set 2 - Life Sciences, Plants and animals have structures for respiration, digestion, waste disposal, and transport of materials. a. Students know many multi-cellular organisms have specialized structures to support the transport of materials." To meet this standard the film might introduce the concept that Coho Salmon are anadromous and when they return to spawn and die upriver, that nutrients from the dead Coho Salmon are found in the redwood trees and other organisms that are far removed from the Russian River. 1.5 E. Visitor focus Intended Audience: The film's target audience is 5 th grade California students and regular park visitors (adults and families.) The film is intended to be shown at the Milt Brandt Visitor Center and Don Clausen Fish Hatchery, as well as classroom settings, by the Sonoma County Water Agency, by the Department of Fish and Game, fairs, trade shows and by our partners. The program should reflect a keen understanding of the interpretive/educational needs and interests of 5th grade students and adults. The design of the program and prioritization of its messages should facilitate the ability of visitors to make emotional, intellectual and personal connections with Lake Sonoma and the endangered Coho Salmon. Information Submission Instructions: Interested qualified small business organizations should submit a tailored capability statement for this requirement not to exceed five (5) single sided pages including all attachments, resumes, charts, etc. as applicable (single spaced, 12 point font minimum) that clearly details the firm's ability to perform the aspects of the notice described above and in the draft SOW. Tailored capability statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address) as well as the eligible small business concern's name, point of contact, address and DUNS number. All capability Statement sent in response to this SMALL BUSINESS SOURCES SOUGHT notice must be submitted electronically (via e-mail) to Rolando Camerino, Contract Specialist, at Rolando.z.camerino@usace.army.mil in MS Word, WordPerfect or Adobe Portable Document Format (PDF). The e-mail subject line must specify "Sources Sought # W912P7-12-B-0002. Facsimile responses will not be accepted.
