Description
This is a PRE-SOLICITATION NOTICE that the Mission & Installation Contracting Command, Fort Lee, VA intends to procure/award an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the Combined Arms Support Command (CASCOM) Capabilities Development and Integration (CDI), with a performance period of three years using lowest price technically acceptable source selection procedures. Task orders will be written against the IDIQ contract until either the maximum project ceiling amount has been expended or three years, with the possibility of a six month extension in accordance with FAR 52.217-8, from the date of contract award has been exceeded, unless sooner terminated under the terms of this contract. The contractor shall furnish all supervision, personnel, equipment, tools, material, transportation and incidentals necessary to support sustainment requirements. The acquisition is for services to develop products for the Sustainment functional areas. CASCOM's function in this area is to serve as the user representative in the development of futuristic operational concepts, doctrine, organization requirements and materiel requirements for each functional area. In addition, they develop overarching Sustainment visions and concepts into integrated SUSTAINMENT products for the Modular Force. Finally, they determine the required Future Operational Capabilities (FOCs) from which the SUSTAINMENT science and technology efforts are based. The above description of work is for the purpose of general information only and is not intended to include and describe every feature or item of work or to define the scope of work. The estimated magnitude of this project is between $10,000.00 and $9,900,000.00, guaranteed minimum is $10,000.00. The applicable NAICS for this acquisition is 541330 with a small business size standard of $27 million. For this procurement, it has been determined that competition will be limited to 8(a) firms located in the Richmond Virginia District. A copy of the solicitation for this requirement will be ready on or about 18 July 2012 and all interested parties must request a copy of the solicitation via email to Joan Kramer at joan.d.kramer.civ@mail.mil. All interested parties must be registered with Central Contract Registration (CCR), must have a DUNS number, and a Tax ID number in order to be eligible for an award. CCR can be obtained by accessing www.ccr.gov. All interested parties must complete the Online Representations and Certifications Application (ORCA) which can be accessed at http://orca.bpn.gov/.
