- Federal Business Opportunities Information SOLICITATION NO. W9128F-12-B-0038 On or about 26 July 2012, this office will issue Invitations for Bid for construction of the Goose Creek, Sec 206 Ecosystem Restoration Project. The solicitation will close on or about 28 August 2012. This solicitation is RESTRICTED TO SMALL BUSINESS PARTICIPATION. There will be no formal site visit for this project. The site is open to the public and is available through public access. Contractors are encouraged to visit the site at any time during the bidding period. Project Description: The project is an ecosystem restoration project located along South Goose Creek and Cottonwood Pond in Boulder, Colorado. The work reach is along Pearl Parkway, located between Foothills Parkway at the west limit to just west of 55th Street at the east limit. The work in general consists of 1) improving the riparian ecosystem for approximately 2,900 linear feet of South Goose Creek, which is presently a flood conveyance channel in the work area, and 2) restoring an abandoned gravel pit (Cottonwood Pond) to a riparian wetland in the floodplain adjacent to Boulder Creek. Part of the project consists of the restoration of a segment of lower South Goose Creek into a meandering stream and lowlands plantings area, which will involve the excavation of approximately 19,000 cubic yards of soil and topsoil, removal of the upper portions of part of two concrete weirs, and the removal and replacement of approximately 1,000 linear feet of concrete bikeway. Appropriate plantings of native grasses, herbaceous plants & small willowy shrubs will be completed along the South Goose Creek channel, with the majority of the planting effort to occur in the segment to be restored to a meandering stream and lowlands plantings area. Plantings upstream of this reach will consist of drill seeding of native plants and hand planting of grasses and herbaceous plants near culvert outlets. Prior to the start of work, prairie dogs will need to be removed from the work and contractor staging areas, with as many prairie dogs as possible live-trapped and released to nearby city-owned property. The project will also require the clearing and grubbing of trees and shrubs. Restoration of the Cottonwood Pond gravel pit to a riparian wetland may require temporary diversion of Goose Creek and dewatering Cottonwood Pond. The work to convert Cottonwood Pond into a riparian wetland will require placing of up to 75,000 cubic yards of fill materials. Plantings of native grasses, herbaceous shrubs and trees will be completed as part of the work. The estimated construction cost of this project is between $500,000 and $1,000,000. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 365 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety.
