- DRAFT PWS DRAFT RFP THIS SYNOPSIS HAS BEEN UPDATED. THE FOLLOWING CHANGES HAVE BEEN MADE: DRAFT Request for Proposal has been added as an attachment. Revised DRAFT Performance Work Statement has been added as an attachment. Revised estimated issue dates and anticipated award dates. Added the following statement: Although questions received as a result of this notice may not be answered, the input from industry will be considered prior to posting the solicitation. Water and Waste-Water Treatment Systems Moody Air Force Base, GA. intends to issue a solicitation for non-personal services for all management, personnel, equipment, tools, materials, supervision, labor, and other items and services necessary to repair and maintain the nanofiltration water treatment plant (WTP), waste water treatment plant (WWTP), lift stations and swimming pools, in accordance with all local, state of Georgia, and Federal laws. A draft Request for Proposal (RFP) and a draft Performance Work Statement (PWS) are attached to this synopsis. The selected/awarded Contractor shall: Provide third-party laboratory services for any necessary water and waste-water analysis related to these operations. The contractor shall provide continuous, efficient, and cost effective service. The contractor shall provide or be responsible for having personnel with proper certification, qualifications, and licenses on shift at all times. The contractor shall be responsible for all required operations, including acceptable disposal of screenings, grit sludge, waste oil, and other waste materials. The contractor shall maintain facilities in a neat, clean, and orderly condition at all times. The contractor is encouraged and expected to use innovative approaches to efficiently and effectively accomplish requirements in a timely manner in a way that fosters pride and ownership in the work performed. Please see attached draft PWS for more specification of the work to be performed. The solicitation number for this acquisition is FA4830-12-R-0014 and will be issued as a Request for Proposal (RFP). This solicitation will be set aside for small business concerns with a $7.0 million Small Business Size Standard. The solicitation will be issued on or about 26 July 2012. The anticipated award date is 21 Sept 2012. Performance is to begin on 1 Oct 2012 with a base plus four (4) option years. The primary North American Industry Classification System code is 221320. The Standard Industrial Classification code is 4952. This solicitation is a competitive RFP and award will be based on commercial procedures found in the Federal Acquisition Regulation (FAR) Part 12. Award will be made to the lowest price technically acceptable (LPTA) in accordance with FAR Part 15. The evaluation factors will be price, technical and past performance. The solicitation will be available to view and download on the Federal Business Opportunity website (www.fedbizopps.gov). PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE.
