Description
The purpose of this memorandum is to provide answers to industry questions. INDUSTRY QUESTIONS AND ANSWERS Question 1. Is the reference solicitation the follow-on contract for the Strong Bonds Program, Contract Number W91WAW-11-F-F706 awarded to National Conferencing Inc. on 29 April 2011? Government Response: This is not a new requirement. Incumbent National Conferencing, contract number W91WAW-11-F-F706. Question 2. I recommend the government use either NAICs 541611 or 541990, which better aligns with the actual support requirements (Army Strong Bonds is not a convention or trade show) and have a $14M revenue threshold for small business, providing the government greater access to interested and qualified small businesses for this program. Government Response: The NAICS code for this requirement is 561920. Question 3. Do you anticipate single or multiple awards for this contract action? Government Response: There will be one single award contract. Question 4. Will there be an Industry Day prior to the release of the Final RFP? Government Response: No. Question 5. Will there be a Sources Sought Notice prior to the Final RFP release? Government Response: No. Question 6. Will there be a Draft Solicitation? Government Response: No. Question 7. Will there be a Draft Performance Work Statement? Government Response: No. Question 8. What are the planned evaluation criteria for the Subject Solicitation? Government Response: The evaluation criteria will be listed in the solicitation. Question 9. What will be the specific socio-economic (SB, SDB, SDVOSB, WO, HUBZone, 8a) small business requirements for the procurement? Government Response: This is a 100% Small Business Set-Aside. Question 10. Previous solicitation to meet this requirement was full & open. Were there a separate justification or determination and findings to set-aside this contract action for small business concerns? Government Response: The 100% Small Business Set-Aside is in the best interest of the Government.
