- Synopsis for Repair Building 314 Substation and Repair Building 318 Electrical Service: The 628th Contracting Squadron at Joint Base Charleston, SC will solicit for a Design-Build project for design and replacement of Building 314 Substation and replacement of Building 318 Electrical Service contract at Joint Base Charleston - Weapons Station, Goose Creek, South Carolina. Dollar magnitude for this contract is between $500,000 and $1,000,000. The anticipated performance time is 180 days. The work to be performed under this contract consists of design and replacement of an electrical distribution station for 13.8kv and 4.16kv distribution to the Army Strategic Logistics Activity Charleston (ASLAC) area and replacement of the ASLAC building 318 electrical service and incidental related work. Substation work includes installation of new vacuum circuit breakers, relays, control house (if required), in-ground cable trench, control wiring, power supply wiring, and metering. Extend the 13.8KV electrical distribution system to building 318. Provide a pad mounted switch, pad mounted transformers, new service entrance equipment, and interconnect new service entrance equipment with existing building electrical system. Cutover to new electrical services and demolish existing secondary unit substations, service equipment and 4160 volt sources. This acquisition will be set-aside for 100% HUBZone Small Business. The applicable NAICS code is 237130 with a small business size standard of $33,500,000.00. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. The government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Sections L & M of the solicitation. It is anticipated the solicitation will be issued electronically on or about 27 July 2012 on the Federal Business Opportunities web page at http://www.fbo.gov. Paper copies will not be available.
