- The U.S. Department of State has an upcoming requirement for linguists/Cultural Advisors (U.S. citizens, Local Nationals, and Third Country Nationals) along with program management support (One Program Manager and One Deputy) in potential worldwide locations to include Baghdad, Iraq and surrounding areas or other posts worldwide as the need arises. The applicable North American Industry Classification System (NAICS) code is 541930, Translation and Interpretation Services. The Small Business Size Standard is $7 Million. This requirement is set-aside for the 8(a) Program participants only. Only qualified 8(a) certified firms participating in the SBA 8(a) program will be allowed to competitively offer on this requirement when the solicitation is made available in the coming weeks. We anticipate the solicitation to be available on or around July 26, 2012. This solicitation will be conducted in accordance with FAR part 19.8 (Contracting with Small Business Administration the 8(a) Program), FAR part 12 (Acquisition of Commercial Items) and FAR part 15 (Contracting by Negotiation). It is anticipated that this acquisition will result in a single award Indefinite Delivery, Indefinite Quantity, type of contract for a base and four option years. The Government currently has three (3) 8(a) Vendors (Alutiiq, IBS, and Technatomy) providing this requirement on separate contracts, for administrative convenience, rightsizing of the specification and to obtain more uniformity for program management the Government intends to consolidate these contract services onto one (1) single award opportunity. The estimated base year value for this requirement is approximately 10 Million dollars (USD). The Request for Proposals (RFP) will only be available on the Federal Business Opportunities (FBO) web site at http://www/fbo.gov. It is anticipated that the RFP will be made available for downloading on approximately fifteen (15) days after publication of this announcement. Interested offerors are encouraged to sign up through FBO.gov for further announcements regarding this solicitation so your firm is notified when the solicitation and amendments are made available. It is anticipated that proposals will be due thirty (30) days following the date of issuance of the RFP.
