Description
This is the preliminary Statement of Work. The final Statement of Work will be included in the Specification Package attached to the RFP. Replace HVAC System in Base Chapel (B/769) WR-ALC/PKO Infrastructure Support Branch, Robins AFB, GA offers this opportunity to be accomplished using competitive acquisition procedures, 100% set-aside for HUBZONE Certified Small Business. This acquisition is subject to the North American Industry Classification System (NAICS) code of 238220, size standard $14M. The project consists of all tools, labor, equipment, materials, supplies, transportation and supervision necessary to renovate the HVAC, electrical, lighting, architectural, structural, ceiling grid and ceiling tiles, ceiling insulation, raised floor, carpet, plumbing system, etc in its entirety of the Sanctuary and Nave Areas, balcony, offices, hallways, corridors, restroom (east side), and adjacent spaces as identified in the statement of work and drawings of the Chapel building. Backgorund: The Chapel was renovated several times which includes the extending of several building additions. The existing HVAC system including the air handling units, ductwork, DDC control system, etc. are all over 40 years old. The supply air and return air system is not balanced and evenly distributed. The existing ductwork has severe air leak problem. The existing HVAC system is often broken down and requires frequent maintenance. Performance Requirements: The project will replace the entire existing system and equipment with new HVAC, lighting, and architectural. The new construction work will satisfy the space temperature and lighting requirements for the nave and sanctuary areas. The HVAC system for the other unaffected area will remain fully functional at all time for the continued operation of the Government personnel. The nature of the project demands diligent time management and a high level of quality. The rough order of magnitude of this project is between $1,000,000 and $5,000,000. This range does not necessarily reflect the proximity of the actual estimated cost. To be eligible for contract award, prospective contractors must be registered in the Central Contractor Registration (CCR). Register via the CCR website at http:www.ccr.gov/. Contractors must also submit their representations and certifications at the online Representations and Certifications Applications (ORCA) website at http://orca.bpn.gov. Any questions in regards to this notice must be submitted in writing or via email to the Primary POC. We anticipate releasing the competitive Request for Proposal (RFP) in late July/early August 2012.
