Description

THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT AR EQUEST FOR COMPETITIVE PROPOSALS. The intent of this notice is for informational purposes only. The USDA, ARS, Mid South Area, intends to solicit a quote and enter into a contract with National Cotton Ginners Association, 7193 Goodlett Farms Parkway, Cordova, TN 38016. This sole-source procurement under the authority of FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy agency requirements. The research unit currently utilizes instrumentation of this type in its current research and will utilize these machine parts to further the research project. This requirement, for the Cotton Ginning Research Unit, Stoneville, Mississippi is for Narrow Width Cotton Ginning Research Equipment, serviceable used, that includes the following items: 1) feed control, 24 inch width, 1 each 2) natural gas burner for drying, on million BTU, with temperature controls, 1each 3) fan, Lummus HG-136 or similar, with electric motor, 1 each 4) shelf type seed cotton dryer, 12 inch width, 8 shelves, 1 each 5) separator, Kimbell 24X30 or similar, with electric motor, 5 each 6) dropper, Kimbell 20X20" heavy duty or similar, 5 each 7) fan, Kimbell model B25 or similar, with electric motor, 5 each 8) incline cleaner, 12" wide, Lummus Part # 893461 or similar, with electric motor 1 each 9) stick machine, 12" wide, Lummus Part # 895854, or similar, with electric motor, 2 each 10) impact cleaner, 12" wide, Lummus, with reclaimer, or similar, with electric motor, 1 each 11) incline cleaner, 12" wide, Lummus, with reclaimer, or similar, with electric motor, 1 each 12) distributing auger, 12" diameter, 26 foot long with motor, 1 each 13) extractor/feeder for gin stand, Continental Eagle Model 900 or similar with motor, 1 each 14) gin stand, 21 saw, Continental Golden Eagle with seed roll agitator, with motor, 1 each 15) lint cleaner, super jet, 24" wide, 1 each 16) lint cleaner, saw type 16" diameter saw, 33" wide, with motor, 2 each 17) battery condenser, 40" diameter, 33" wide, with motor, 1 each 18) bale press, vertical down stroke, C&M Model 20VF or similar, with motor, 1 each 19) gin trash fan Lummus Model 825F75, or similar, with electric motor, 1 each 20) gin control console, 1 each 21) Cyclone, 1D3D, 32inch, 9 each The NAICS code for this action is 333292. ARS requires that all contractors doing business with them must be registered in the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in CCR. Nature/Description of Action Procure serviceable used ginning equipment necessary to enhance the research unit. 3. Description of Supplies/Services. See attached list of equipment/parts 4. Statutory Authority. (Cite appropriate authority) Only one Responsible Source: Supplies or services are available from only one responsible source, no other type of supplies or services will satisfy agency requirements. The contractor has used equipment/parts necessary to further the research efforts of the US Cotton Ginning Laboratory that cannot be found at any one location and in a condition that makes them a sole provider. This equipment and parts will fit existing equipment that no other similar type of equipment will. The ginning equipment is of special design to enhance ginning research being full size in two dimensions (height and depth) but especially constructed to be of narrow width for scale model testing. In addition, the equipment is available for purchase on as short time frame which will expedite our preparation for new ginning research. 6. Federal Business Opportunities Announcement/Potential Sources. 7. Determination of Fair and Reasonable Cost. Due to the condition of the equipment verses the cost of purchasing new equipment the price is determined to be fair and reasonable. We estimate that it is priced at about 9% of what similar new equipment would cost. 8. Market Survey. There are no other known vendors who have this used equipment. 9. Additional Support. 10.
