Description
The incumbent will serve both the USAID HAPN team and the USG interagency PEPFAR and GHI teams by providing technical leadership and assistance to plan, initiate, conduct, evaluate, and coordinate complex health, family planning, malaria and HIV/AIDS logistics and commodities program implementation, documenting results, and translating data into meaningful policy and program improvement. In addition, the incumbent will play a key role for the USG on matters of drug supply and distribution, collaborating with senior FMOH officials to resolve issues and ensure efficiencies in the national drug supply system. In addition, the incumbent will coordinate supply chain management efforts with other donors such as the World Bank, WHO, UNICEF, the Clinton Foundation, and the Global Fund for AIDS, TB, and Malaria. As a member of numerous Interagency Technical Working Groups the incumbent will provide technical leadership in logistics and commodities management as it applies to HIV/AIDS Prevention, Care and Treatment, PMTCT, Lab and Health Systems Strengthening efforts. The incumbent will also supervise the Pharmaceutical Commodities Advisor and will mentor other staff members who are responsible for overseeing USG-funded logistics and commodities programs. The incumbent will also have responsibility for coordinating efforts across the entire health portfolio, including maternal and child health, reproductive health and family planning, malaria and tuberculosis, health systems strengthening in addition to HIV/AIDS. This position is the senior logistics and commodities advisor in the health sector (health and HIV/AIDS) and therefore deals at the highest levels in terms of overall program results. This position is expected to be able to dialog with PEPFAR and GHI senior management teams as well as the U.S. Embassy and senior level GOE officials on all logistics and commodities and supply chain management related issues, including those that impact policy decisions.
