- DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Activity: Department of Veterans Affairs, VISN 08, VA Caribbean Healthcare System, San Juan Puerto Rico. This is a request for other than full competition for installation and programming of all C-Cure System Program for the Ceiba Outpatient Clinic. The Purchase Request number assigned to this procurement is 672-12-1-503-0013. 2.Nature and/or Description of the Action Being Processed: This action will be awarded as a new contract for the installation and programming of all C-Cure System Program for the Ceiba Outpatient Clinic to include access readers, alarm systems, surveillance cameras, motion detectors, emergency exit push bars, glass break detectors, alarm panel and magnetic contact doors. This is a request for a Firm-Fixed-Price contract. 3.Description of Supplies/Services Required to Meet the Agency's Needs: The period of performance is for (6) six months from July 2, 2012 until December 31, 2012. The anticipated price to the Government is based on an estimated amount of $39,410.62. Security Integration Group (SIG) will install and program all the equipment at mentioned areas. This is to provide all the security measures required on VA Handbook 0730-2 and VA Handbook 6500. 4.Statutory Authority Permitting Other than Full and Open Competition: 41 USC §253(g), as implemented by FAR 6.302. ( X ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; ( ) (2) Unusual and Compelling Urgency per FAR 6.302-2; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services per FAR 6.302-3; ( ) (4) International Agreement per FAR 6.302-4 ( ) (5) Authorized or Required by Statute FAR 6.302-5; ( ) (6) National Security per FAR 6.302-6; ( ) (7) Public Interest per FAR 6.302-7; 5.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): "SIG will provide maintenance and installation of all surveillance equipment at VACHS and Clinics. Only one responsible source (FAR 6.302.1) Security Integration Group (SIG) will install the required equipment at the mentioned areas. "Accordingly SIG is the only firm capable of providing the supplies and services described in Section III above without the Veteran's Health Administration experiencing substantial duplication of cost that could not be expected to be recovered through competition". " SIG are presently responsible for the maintenance of the all other CCTV surveillance system, access control and alarms already in service at the VACHS. " There were at least four (4) Service Disable Veteran Owned Businesses under NAICS code 561621. Neither one of those four SDVOSB were verified by VetBitz Vendor information and were not eligible for awarding at the time. Also, package were issued to them with no response to the package. " The justification should indicate that the use of such descriptions in the acquisition is essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company. " Accordingly, Security Integration Group, Inc.is the only firm capable of providing the supplies and services described in Section III above without the Veteran's Health Administration experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its requirements. 6.Description of efforts made to ensure that offers are solicited from as many potential sources as deemed practicable: None 7.Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: The anticipated price to the Government is based on an estimated amount of $ 39,410.62 8.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: SIG is the company that installed all Communications Center equipment and Physical Access Control Systems presently working at VACHS and Outpatient Clinics. They also have the contract and provide the maintenance for all surveillance and Physical Access Control Systems at VACHS. SIG has all the qualifications for the installation and operation of the C-Cure System Program located at the Communication Center in San Juan Puerto Rico. This is to avoid double money cost/charges by two different companies one installing the equipment and one having to connect and program the same equipment to the C-Cure system program without losing the warranty of original equipment installed and monitored by SIG. Generally, some form of market research should be conducted, but it is most critical when citing the authority of FAR 6.302-1, only one (or a limited number of) responsible source(s). As described in Section VI above, market research, in accordance with FAR Part 10, was conducted by synopsis of the proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties 9.Any Other Facts Supporting the Use of Other than Full and Open Competition: This system is necessary in order to comply with VA Handbook 6500 Physical Security Design Manual for VA Facilities and VA Handbook 0730-2, Security and Law Enforcement 10.Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: "See Section VI above." 11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: There are no competition barriers at this time as stated in section 5, third paragraph. 12.
