- The Philadelphia Division, Contracting Department of NAVSUP Fleet Logistics Center Norfolk intends to solicit and negotiate a sole source acquisition with only one source, Science Applications International Corporation (SAIC), under the authority of FAR 6.302. This procurement is for the Design and development of a Sexual Assault Prevention & Response (SAPR) overview course for the Department of the Navy Sexual Assault Prevention & Response Office (DON SAPRO) that consists of 30-minutes of video and guided group discussion. The guided discussion portion will include multiple instructor guides to lead the discussion targeted specifically to applicable audiences. H.R. 1540: National Defense Authorization Act (NDAA) for Fiscal Year 2012 (FY12) requires this training to be developed no later than one year after the date of the enactment of this Act. President Obama signed this Bill on Dec 31, 2011. SAIC is uniquely equipped to deliver the service needed. This requirement seeks to leverage the effort SAIC has provided to both the Marine Corps and the Navy in their development of video-based SAPR training curriculum. By taking advantage of the framework of the training and materials which have already been established for the Marine Corps and Navy CPPD training, including existing video footage of interviews with leadership (e.g. Chief of Naval Operations, Commandant of the Marine Corps, Director DON-SAPRO, etc.), we ensure a common delivery and appearance of training, reduce time spent in development, and reduced expenses. Since the existing material with the CNO, ACMC, and other Navy leadership can be used for the SAPR video, the time and money spent to duplicate these efforts with another vendor would not be in the Government ™s best interest. The proposed procurement is being processed as a sole source to SAIC. The period of performance is 5 Sept 12 through 4 Sept 13, with two 12-month option periods. A firm, fixed price contract will be issued and conducted in accordance with FAR 12. The applicable NAICS code is 512110, Motion Picture and Video Production. This notice is NOT a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for the information received in response to this notice.
