Description
The Federal Bureau of Prisons, Privatized Corrections Contracting, Office, Washington, D.C. is seeking proposals from sources having the ability to provide community-based outpatient Sex Offender Treatment services, within the following geographic area: within 10 miles of US Post Office located at 1701 South Westmount Drive, Farmington, Missouri 63640. The facility must be accessible to local public transportation. Performance periods under this contract will be for a one-year base period estimated to begin on October 1, 2012 - September 30, 2013, with four (4) one-year option periods, with service ending (if all options years are renewed) on September 30, 2017. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three, and Option Year Four. The requirements for Sex Offender Treatment (SOT) Services for male and female Federal offenders includes: Base Year: 10/01/2012 - 09/30/2013 Estimated number of SOT Inmates = 15 6012 - Individual Counseling (30 minute sessions), 48 sessions x 15 Inmates = 720 sessions 6022 - Group Counseling (30 minute sessions ), 72 sessions x 15 inmates = 1080 sessions 6032 - Family Counseling (30 minute sessions), 8 sessions x 2 inmates = 16 sessions 1202 - Individual Transportation (one way 10 miles), 4 trips per week x 26 weeks x 15 Inmates=1560 one way trips 5012 - Sex Offender Specific Psychological Evaluation and Report, 1 report x 15 Inmates = 15 reports. 5021 - Penile Piethysmograph and Report, 1 report x 3 Inmates = 3 reports 5022 - Polygraph Exam and Report, 1 report x 3 Inmates = 3 reports 5023 - Polygraph Maintenance or Monitoring Test & Report, 1 report x 10 Inmates = 10 reports 5025 - Abel Assessment for Sexual Interests, 1 report x 3 Inmates = 3 reports. The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment Program, Sex Offender Treatment Services Statement of Work dated February 2012. The request for proposals will be available on or after August 01, 2012 and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including proposal amendments, will be distributed solely through this site. Faith-Based and Community -Based Organizations can submit offers/bids/proposals equally with other organizations for contracts for which they are eligible. The BOP anticipates awarding a firm-fixed price contract. All responsible small business concerns may submit a proposal which will be considered by this agency.
