Description
SOURCES SOUGHT NOTICE THIS IS NOT A FORMAL REQUEST FOR QUOTATION (RFQ) AND DOES NOT COMMIT THE NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY (NIST) TO AWARD A CONTRACT NOW OR IN THE FUTURE This is a SOURCES SOUGHT NOTICE to determine the availability of small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) under NAICS code, 519130, that have the capability, experience, and expert knowledge in the area of providing a subscription product for a web-based, search and retrieval collection of on-line databases that cover a wide range of scientific topics with customizable basic and advanced searching supported by Boolean logic, enhanced subject indexing and journal searching. The subscription product must include: >access to nearly 3,700 full-text titles and over 3,200 peer-reviewed journals >access to nearly 400 magazines, including trade publications >access to nearly 400 books and monographs >access to nearly 300 conference papers full-text coverage across relevant industries, including: agricultural science, aircraft & aviation, astronomy & astrophysics, biological science, chemistry, computer science, defense & military, electronics, energy, engineering, environmental studies, food science, forestry, geology, information technology, marine science, mathematics, pharmaceutical science, nanotechnology and physics >active, full-text journals that overlap with leading science research databases, including: AGRICOLA, Biological Abstracts, CAB Abstracts, Chemical Abstracts, EI Compendex, EMBASE, Food Science & Technology Abstracts, GeoRef, Inspec, International Pharmaceutical Abstracts, Petroleum Abstracts, Science Citation Index, SCOPUS, and Web of Science >a Reference Linking feature for Journal papers since at least 1999. Each Journal abstract page should include the complete list of references from that paper in HTML, with citation links as applicable. In addition, forward linking (citing articles) should be supported. Links should be provided to INSPEC and MEDLINE records. >Proceedings papers should have assigned DOI (Digital Object Identifier) numbers and so they can be linked from other sources in the technical literature. >ability to set personalized E-mail Alerts and receive e-mail notification with links to the tables of contents when new Journal issues or Proceedings volumes are published. >have an Article Collection feature that allows users to mark papers of interest and assign their citations to personal Article Collection folders, which can be useful for quick identification and storage of selected citations as well as for sharing bibliographies with other researchers. >ability to integrate with Google Scholar >ability to search NIST-owned journals simultaneously with Google Scholar >full-text format, with access to all the charts, diagrams, graphs, tables, and photos. >searchable cited references for more than 750 journals. more than nine million records, with subject headings from an extensive thesaurus >a customizable basic and advanced searching supported by Boolean logic, The subscription product must come from a reliable, peer-reviewed source, be accessible 24/7 and have clear, concise and easy to follow instruction and prompts appropriate for beginners and experienced searchers. The subscription product must be 508-compliant. Small businesses that currently possess such capabilities and have prior experience providing subscription products of the type described herein are encouraged to respond to this notice by providing the following information: 1. Narrative providing evidence of expertise in providing topical content intensive on-line subscriptions. The narrative should include a thorough description of the subscription product and associated features that align with the areas noted above. 2. Current socioeconomic status of your company including the North American Industrial Classification System (NAICS) code. 3. Indication of whether your company currently has an active registration in the Central Contractor Registration at www.ccr.gov and Online Representations and Certifications Application (ORCA) at https://bpn.orca.gov No telephone requests will be honored. All information provided will become property of NIST and will not be returned. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government. This is not a solicitation announcement for quotations and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. All information submitted in response to this announcement must arrive on or before the closing date. All capability statements and information requested above can be submitted via e-mail to randy.schroyer@nist.gov. Responses must be submitted not later than 5:00PM EST July 23, 2012. Responses shall be limited to 15 typed pages, including attachments.
