Amendment 01 - Vendor Q&A attached Solicitation # PC-12-Q-013/01 serves as the first amendment to solicitation PC-12-Q-013. The purpose of this amendment is to post Vendor Questions and Answers. Interested individuals must respond to this Request for Quotation (RFQ) in order to be evaluated for this requirement. Peace Corps Personnel Security Investigator Services BPA INSTRUCTIONS TO QUOTERS Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and 13, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and is issued as a Request for Quotation (RFQ). All Quotes must be submitted to Mr. Jeffrey Huang, Office of Acquisition and Contracts Management, CC: Ms. Fabiola A. Bellevue, via e-mail ( jhuang@peacecorps.gov ) and ( fbellevue@peacecorps.gov ) or faxed to (202) 692-1590, ATTN: Jeffrey Huang and Fabiola Bellevue, and are DUE NO LATER THAN on Wednesday, JULY 25th, 2012 @ 12:00 PM Eastern Standard Time. NO LATE QUOTES will be accepted. Telephone correspondence, oral communications ARE NOT acceptable in response to this notice. Any amendments to this solicitation and any questions and answers will be posted to the Federal Business Opportunities website at www.fbo.gov. Interested parties are responsible for checking for any amendments or questions and answers. Each vendor shall submit one quote. The quote must include the following items: (1) The solicitation number; (2) Vendor's full name, address, telephone number, DUNS number (to verify valid CCR registration); and Tax ID number (TIN); (3) Vendors shall provide an hourly rate quotation for the base period and all option periods at which he/she will complete all actions in Statement of Work within the specified terms; (4) Vendors must demonstrate how they meet mandatory qualification factors described below with their hourly rate. The applicant MUST meet each mandatory qualification (a) through (g) listed below in order to be eligible for consideration. Failure to do so will result in a disqualification from the prospective contractor pool here at Peace Corps. (a) Ability to maintain a Top Secret security clearance. (b) 10+ years experience conducting personnel security background investigations for the U. S. Government (as an employee or a contractor). (c) Must presently reside in one of the following regions (state-specific): · Washington, DC Metropolitan area (DC, Maryland or Virginia). · Northeast part of the U.S. (Pennsylvania, New Jersey, New York, Connecticut, Rhode Island, Massachusetts, New Hampshire or Maine). · Southeast region of the U.S. (Florida, Georgia, Alabama or Mississippi). · Southwest/Northwest region of the U.S. (California, Oregon or Washington). (d) Willingness to travel on an as needed basis to locations within the United States in the conduct of investigations. (e) Working knowledge of E.O. 10450, 12968, 12958, and the Privacy Act of 1974. (f) Ability to deal effectively with individuals at all levels of Federal, state and local government, and the private sector. (g) Ability to communicate effectively orally and in writing. (5) If applicable, include any Contract Number(s) and type(s) for any work previously performed in a similar nature or capacity as required in the Statement of Work. Reference items shall include: (a) Procuring Agency and name of reference point(s) of contact, email and telephone number(s) at the entity for which the contract was performed; (b) Total dollar value of the Contract; (c) Period of Performance; (d) Description of the item(s) supplied and/or services rendered; (e) The number, type, frequency, duration, and impact of any quality, delivery or cost problems in performing the contract, the corrective action taken, if any, and the effectiveness of the corrective action. The solicitation number is PC-12-Q-013 and is issued as a Request for Quotation (RFQ). NAICS Code 561611 Investigation Services applies to this RFQ. This is a total small business set-aside per FAR 19.502-2. There is no objection at this point to a firm applying but each investigator to be used under the contract would have to be individually evaluated to insure they meet the standards specified under the aforementioned evaluation criteria. By responding to this solicitation the vendor agrees that they are able to perform the required work within the specified timeframe. This solicitation may result in multiple awards. The Peace Corps reserves the right to limit the number of Blanket Purchase Agreements (BPA) awardees based upon Peace Corps needs for the requirement. Specifically, only a finite number of Agents per region are currently sought through this solicitation, as follows: · One (1) agent for the Washington DC Metropolitan Area · Two (2) agents for the Northeast region · One (1) agent for the Southeast region · One (1) agent for the Southwest/Northwest region Electronic file submissions must be provided in formats that are unlocked / unprotected. Electronic file submissions that cannot be readily opened by the Peace Corps may be considered non-responsive. The preferred formats are Microsoft Word, Excel, PowerPoint or Adobe Acrobat PDF. Description of Requirement Blanket Purchase Agreements (BPA) will be awarded for conducting personnel security investigations on applicants and employees of the Peace Corps in accordance with the attached Statement of Work (SOW) and investigative control and call sheets issued with each case assigned. The contractor shall obtain information about the subject's activities through personal and record sources. After gathering information on subject's activities, a verbal summary shall be reported to the Chief, Information and Personnel Safety and Security Division (SS/IPSS) or designee and a report of investigation shall be prepared for submission. The Contractor may be assigned other investigative related projects such as a special investigations, security briefing, reviewing completed personnel security investigations, scheduling cases, conducting security inspections, work in special projects or studies, or liaison services with other federal, state, or local agencies. The Government will award a firm-fixed-price BPA resulting from this solicitation to the responsible Quoter(s) whose quotation conforming to the solicitation requirements will be most advantageous to the Government. ###
